Currently I know of tourists who apply for a student visa while visiting. This is plainly jumping the queue. Colleges accept deposits, knowing fully well the applicants are tourists.

There is whole websites devoted to students from the subcontinent offering ways to cheat their way through the course, a journalist did an expose on it, the students justified the widespread cheating by saying their families had invested a lot of money in them and they had to pass. In some cases they werent even turning up for the courses. The educational institutions were passing them because they were making lots of money from the scam themselves. Theres something very wrong when a student studies here for 4 years, gets a degree but still can barely speak english. I rented a room out to a fellow who had his engineering degree from here, couldnt do simple maths, very obviously had a below average IQ but got his PR that way and works as a courier driver. This isnt skilled labour we are importing through this educational pathway.
I witnessed first hand, a popular restaurant here in Perth refused to pay one of his employees, owes him $1300... Was a cash job so the employee can continue to work and hide out while sending money home to family. Also benefits the restaurant owner who is commiting tax fraud... Both are in the wrong and this is not how our country operates!!! I am going to report restaurant owner because he is taking advantage of these students and I love my country..
Can I apply for the student visa in a nearby country, The Philippines? Please, I'm hearing there's no assylum in Australia, is Protection visa not same as assylum?

At the moment, there are no issues with that. As long as you meet the eligibility criteria for TGV, it should be all good. Just keep in mind the criteria for that is going to change, so important to check the upcoming changes
What about when you graduate and then have to change to temporary working visa from student visa? Do we have to come back to our home country and then apply for TR? As you can you cannot change your type of visa being onshore?

No only blood line your siblings but not married sister and siblings who lived in abroad already, - your fathers. Mother, grand parents,fathers brother and mothers brother only- i only know this but don't consider it as final ask your agent first.
Whilst the issue is of great concern to those who use the student visa as first step towards full immigration, it should never have got to this. If you come to Australia to study, do so, return. If you want to become an immigrant, then apply from home. Immigration is the business of the Australian government, not education agents and people smugglers.

Ministers in the Australian Government should be tried for treason for allowing all this garbage in causing death and destruction and dismantled our culture we have had enough and this could start a civil war you a now a stranger where you were born no wonder white flight is becoming more prominent as people flee like refugees from certain suburbs
