In my opinion Capcom doesn't need to check on anything. Everyone knows that CvS3 is one of the biggest crossover dreams of all time in the fgc. The devs are not amateurs, they most likely are very aware of that too. Not only that, CvS sometimes look like it's more powerful than even SF. I say that because of the amount and tone of complaints often seen in the community, meanwhile people sound more affectionate about CvS overall. The point is that SF is successful right now, so nothing will be done that risks getting in that way. When CvS was made, Capcom had already given up SF sequels, so the situation was different. If CvS3 gets made it will probably be around the last year or SF6.

Just like with Terry, the devs used this gameplay style of adding as many references they can... that is extra work compared to how most fg companies handle guest characters from other fgs. I really liked to see that, because Mai's moveset is lacking and would turn out poor if the devs wanted to be totally accurate about a single version of her like KOF 98, 13, CvS2, etc. Hopefully SF6 helps to influence other companies to follow that style to create guest characters.

And that pace is harmed by the smaller dlc packs in this game. Even though i'm satisfied with how Mai turned out, i must say i would have liked this dlc guest plan: 1 SNK, 1 TK, 1 SFEX (Arika), each in a different season. Anything else feels too much. Note: i want a Rival Schools character but that's not a guest franchise to me, so it's not counted there.

Don't worry, the game is probably going to have 5 seasons, maybe even 6 if the devs are ambitious and able to keep it alive and well. I think Sakura has chances of returning... and the devs are just not focused on the obvious picks for now. It won't work to use all the big favorites in the early dlc seasons, otherwise the later ones will feel boring.
I think that's too much for a single company to occupy in a SF game. Also in a specific game that grows the roster slower now, because it's only 4 dlc in each pack.

And RS has less appeal, lacks a "classic" status, and is an old 3d fgs, that makes it feel more distant than SF and Darkstalkers. So it was just a matter of neglecting a franchise. And the natural cycle-like result of RS keep feeling more distant to the public. It wasn't sheltered in SF like FF since the 90's, otherwise it would be more recognized today (like if it appeared in SF4 or MvC3).
To me it depends on the actual characters. I'm not the type that respects SF's roster like it has a magical status or something... i don't even respect a few SF2 veterans like Honda. So if Terry and Mai supposedly replaced guys like Birdie and Abigail, i'm totally ok, the game was actually improved that way.

Many early SNK designs cover a big part of the girls' bodies, and some don't have cleavage, etc... But like Chun Li, they were never woke just for that.
