It may vary a lot depending on the chemical specifics and the volume of the commercial production. With only a handful of "commercial oligos" [I mean oligos approved by FDA and/or other agencies for prescription and sale] it is currently impossible to get a valid "range".
After 4 yrs, how many CMOs have the ability to produce nucleotides in a large enough amount?

Not so. Dr. Lemaitre is a very experienced oligonucleotide chemist with a lot of experience in oligonucleotide manufacturing.
