I understand why you guys like Mr. Li more than Mr. Xi because Mr. Li looks more amiable or humorous right? and Mr. Xi usually looks very seriously. I think it is result from his position, as the highest-level leader of China, he has to looks gravitas. excuse me if I used unappropriated words. :)

Thus, Xi is still the most powerful. And now the State Council is almost fully controlled by Xi, since Xi appointed his trusted followers to be vice premiers. Now Li practically has no power at all and has lost the control of the State Council.
Interesting video, Kazuo Hirai from Sony makes an appearance too, he doesn't sound so menacing despite his role in the restrictions of people sfreedom/

Honestly, he does not need to be fluent in English. He has the support of every other bilingual/multilingual personnel in the government.
Knowing English language is not mandatory. It could be helpful. Chinese premier sincerely tried and succeed in conveying his message and thought.
