Instead March to May and October to November might be more suitable for you. When it comes to affordability, it will depend where you go, but of course avoid city centers and high tourism areas. When we went to Dubrovnik, we stayed in a suburb 30 min away from the old town. It had perfect public transport connections, was cheaper and more pieceful. Hope this helps!
