For me sandpaper is the best! a fine sandpaper above 120 and up will make it really smooth, but I would start with a medium paper between 100 and 50 for cleaning it.
A blending stump is not the same as a tortillon. A tortillon is made of rolled paper, and also comes in different sizes. A tissue wrapoed around a finger works very well for blending, also, especially for large areas.
