I ordered the frame you suggested and installed it without taking the back hatch apart or removing the spinning bolts. I just removed the old license plate, using a screwdriver to widen the bolt holes and slipping the plate off. The frame had enough clearance so the heads of the bolts can fit underneath the new license plate. The frame was slightly off center due to the bolts remaining, but unnoticeable to most people. The new license plate top edge covered the old bolt heads. Looks pretty good when complete. Thanks for your video.
Thank you. I have this exact problem right now. I went to a shop and was told I would need to replace back hatch because it is fiber glass. Now I know how to solve the problem.

Couldnt you just grind the existing bolt off without removing all the back hatch and attach the new mounting braxket?
Or replace the rivnut. Genuine Mopar Rivet Nut Rivet Nut OE 6512803AA
