Well, they might have gotten the name from the 1963 movie "Les Tontons Flingueurs"(I think it was called "Monsieur Gangster" in english) but I really dont know.

Maybe lost in translation - perhaps he was talking about practice meaning competing in Millennium they only use Millennium mode. I'm sure they could use PSP settings in Europe without any issue.
