if you have 100% instead of 99% debuff duration itll double your damage with the zirkzis cause even though it recharges fast it has to wait 1 tick of damage

you can't actually hit them unless it's an AoE spell (like fireball explosion), so no, he couldnt hit them with his actual spells kit
