As if the artist has any say in the kit for an operator, and comparing a very single target damage skill to 2 aoe skills? Well the enemies has 50-60 res and this skill is the only one without true damage. Meanwhile Marcille's Aoe, range and slow does make up for the lack of res shred.
Yup. Arts damage is inconsistent for AFK skill since Res is much stronger at gutting arts damage than Def is at stopping physical damage. Vina not having any res shred or additional cc to pair onto it just make it a weak version of any physical counterpart of that sort of AFK skill as seen with Blaze. Marcille S2 manage to offset the weakness of afk arts skill thanks to the increase AOE radius of the attack, increase attack interval, and the slow it inflicts per attack.
Arts guards not having Res Shred is really kicking them down on the dirt, you would think that with Vina coming out, she would bring a pack of goodies with her, HG probably have no ideia what to do for arts modules, just give them res shred, it's literally that simple, the same thing that made Eyja and other casters broken, just do that 🙄
