They say message them and send them money on Telegram or paypal. again this person is trying to scam you so please do not ever send these people money.

Never telegram or wire money to someone you don't personally know/have met in person, because there's essentially no way to trace it or have any recourse once the transfer is done, and you don't even know who really got your money, aside that it's gone for good. :(
