She didn't mention that you should only start straightening your leg on count "a", however arrive on count "a" with a straight knee. That would then go hand in hand with your description of the upward movement on "and"
Why she's raising on the balls of her feet while doing the upper part of the bounce action? Didn't we get rid of feet bounce in samba somewhere in the 90's?
If you're referring to the part I think you're referring to: apparently it's still the way it's being danced and taught by many teachers (For example, Riccardo and Yulia did it in one of their "samba lecture" videos [part 5 of it on UA-cam]), with the difference usually being whether they straighten the legs or not at that part. But I have also seen the non-raising method as well, so it might be a difference in the "school" or style. What confuses me is when the demonstrator/teacher does it for one leg, and then don't for the other... but maybe that's when it isn't the emphasis of their lesson.
