There aren't any rivers near me that stay open during the winter, unfortunately. But If its clear water then yes, a jerkbait should work well. Dirtier water I'd try slow rolling a spinnerbait.
If you use an aqua-vu fishing camera of something like that then you could see first hand what the camera is filming for easier set up. you would also get to enjoy seeing the strike when they happen. I really enjoy the under water footage no matter how you get them though. keep it coming.

Woah I always thought fish just froze in the water and then it got warmer then they unfroze and everything went back to normal
