Why would someone declare corruption money in their tax returns? Looks like it is their hereditary money.
Possibly he will have to declare assets (mainly commercial) under him before retirement so as to money these assets create in future is considered as his own aka white money. Also using this white money (that will much bigger than his salary) he can purchase his unmarked asset again with this white money from a psuedo seller at cheap price.
