Hola, me gustaría aprender portugués algún día después español y italiano. me gustaría aprender portugués de Portugal, pero supongo que aprender de Brazil sería mejor.

when you talk about a speaking score of 39% going up to 94% or something, what exactly do you mean? from what i can tell you seem to be talking about a european test there. as someone in the US, with no access to such tests, how would i measure some type of equivalent of my speaking score?

Yes. It's the Diplomas de Español como Lengua Extranjera, or DELE run by the Instituto Cervantes, managed by the Spanish Government to promote the Spanish language worldwide. Learn more here: en.wikipedia.org/wiki/DELE
The reason I did the DELE is because it's internationally recognized and well-respected as a way to test your Spanish.
There are Instituto Cervantes all over the world including in the US. Here are the main ones: cervantesobservatorio.fas.harvard.edu/en/contenido/instituto-cervantes-united-states

@@MatthewAlberto does it test mainly the spanish spoken in spain? my main interest is learning latin american spanish. but will look into it, they might have a testing center nearby.

They test Spanish in general, as Latin American and Spanish from Spain is largely mutually intelligible. ACTFL (American Council for Teaching Foreign Languages) also has some tests that are based on CEFR (Common European Framework Reference of Langauges) as well, similar to DELE.
