Maybe if they are that good or made a model that simple, a good character model can take anywhere from 10-20 hours so ur looking at a day to a week depending on skill and detail. That would include the blocking out, and sculpting phase. Reto depends on if you want to do it or not and some do it at the same time they sculpt. Texturing if you want to paint it which baking does and sometimes doesn't matter as much but doesn't take as long as modeling it, rigging and weight painting is in preparation for animating and maybe posing, if ur not doing that u can ignore it. So if ur just doing a character just to make one and nothing else, aim for doing it within a week, even better if the character is done good enough to then practice different things on for more weeks rather than making a whole new model

Wrap 3 or Wrap 2020 looks like an awesome tool, but it's $370. the ones on this list might be more in my price range. Maybe SoftWrap for the head and QuadWrap for the body, or RetopoFlow.
When making low poly characters I would have to adjust these so much with the tools it would be way easier to just retopo manually, and it's pretty relaxing anyway

Another option you have is if you are already a Zbrush user, is to import the models and use the ZRemesher, is from the same coder Maxime Rouca, there is even an addon call GOB to import and export directly. The best retopology tool remains the artist hismelf ;) All auto-remeshers try to generate a similar polygonal density on all the mesh, even on parts totally flat that could have been fine with just 1 quad. So it's a retopology all right, but in terms of optimization (especially for real time engines)... it's terrible ;)
I don't get how bad of a pc you have? I've got a Microsoft Surface Pro 2, it's pretty old and it's got bad specs and still can use blender 2.92. Have you tried the latest version? It might work

Dude, it's a whole process. Blocking out, sculpting, retopo, baking, texturing, rigging, weight painting. One character is often month+ worth of work.

Polyquilt is the BEST and free add-on for retopology!!! It's all you need packed in a very coherent way.

If it's low poly for mobile games and you don't intend to bake normals or anything : you don't need retopology tools. But the usual 3D modeling tools.
