There are a good number of well respected artists that specialize in scar cover-up. You can definitely still get it covered up, but look into going to a good artist who is comfortable with scars and knows what they are doing. Those kinds of people will do a much better tattoo then this group can on scarred skin

Funny I'm watching this. My artist just covered up some gnarly scars on my leg that I got from surgery due to a dirt bike accident. I honestly didn't even remember the scars were there until he was putting the stencil on. He did a great job. You can't even tell anything was ever there. Got a really neat biomech piece out of it too. It's hard to explain but it was done in a "chrome" color scheme with different shades of blue and white, with various shades of black for depth and shading. Turned out really great. He was pretty proud of it too. He put it on his personal Facebook and the Facebook for the shop, and he's putting it in his portfolio.
if you when viewing a human with scars say that they are gross/ retch in front of them you probably shouldn't be a tattoo artist.....its not like they can help there scars the really ugly people aren't the ones with scars anyway
