    What about a short length? Do I need to rip the last length intalled?

      Jim, the "knuckle" of the picket shouldn't be removed because you'll need it to attach the picket to the post. In the case where you have slack in the picket line because the width of the section does not give you full interlocking, attach your side pickets to the post, insert all of the pickets and pull them tight. Float the second and third last pickets and use finish nails or composite screws through the top rail and into the pickets to keep them secured in place.     Why doesn’t someone sort the measurements to make the whole thing simpler? What’s with all those 73 inches and five eighths ?
    It could be so much easier and quicker without fiddly fractions of inches. May I suggest back to the drawing board .
