Using 'should' implies that it's someone's opinion and they feel it was a good idea. Using 'would' is just to say that this was a different alternative to the past. So 'Paul would've been asked if we knew he could help us' but 'Paul should've been asked because he could've helped us'. Truthfully, however, I would change that sentence to 'We should've asked Paul' instead of the passive voice structure you used above.
