even though the FRA states no more than 3 of the same model locomotives can be running, 902 was not participating, so it was all clear.

@@N.P.R.P. What? Why? That doesn’t make sense from a logistical standpoint. Like what if your a short line that only has only one model of locomotive and that’s it.
