It's better to create a walkway up to it than drown in your sleep or have the hillside collapse on you. Build on top of a mound /rise so water drains away from structure so it remains dry, especially if it is going to be sunken. Also make sure that if it is sunken, that you have deep overhangs to further protect the site. Moisture adds to humidity and interior cold when chilly outside...
