I think it has like hints of that being possible but not confirmed to have happened nor to have not happened. It's significantly less likely than and less hinted at than the fact Korekiyo obsessed over his sister (similar to Hifumi's love for his sister but multiplied exponentially) and when she died he took her personality on. Of course the game also says that none of that actually happened because he was a fake character and doesn't actually have that personality or background but regardless. As far as I'm aware it's just a fandom theory thing. The DR fandom kinda just takes theories or opinions and runs wild with them trying to say they are or have to be canon when they likely aren't. All that is confirmed with Korekiyo is that he had a relationship with his sister, loved her, his sister died, he took her personality on like a split personality and then became a serial killer.
