One of the last parts of the video the black glitter looks all white marked.. does that dry and leave the glitter fully black?

Did u use matte or gloss mod podge? I have tried using the gloss and it doesnt seem to be as glittery as I thought it would be. Can u mix the mod with water and glitter to seal final coat?
