If you want to see the best Christmas lights in Tokyo, Yomiuri Land in its western part is one of such places. Yomiuri Land is an amusement park, so it's not free. But if you come because of lights only, there is a cheap ticket for 1800 yen, rides can be bought separately.
From the train station I flew over the park in a cable car at sunset, walked through lights, watched fountain lights show (had to cut music off). Then I noticed a poster of Hana Biyori Garden with illumination and visited it too. In the end I took the cable car again and flew over the shining park back to the station.
No cats were found 😿
