Maggie also did it to the mayor by hanging him to death which scared everyone too. Honestly i find no wrong in Negan killing Glenn and Abraham, from his perspective he is just protecting his people from Rick after finding out they kill all his people in one of his outpost. I find Negan action justified based on the situation at that time, he even give Rick and his group a second chance, he could have killed all of them and get their resources from them but he believe that people are resources and can be useful to the community he is trying to build and restore.
