A lot bit more attention to saftey while on deck when vessel is underway should been shown like holding to safety rope at all times which applies to pilots and boat crew as we value our lives from a pilot vessel crew member.

This is just superb, I have been researching "is there a revs check for boats?" for a while now, and I think this has helped. Have you heard people talk about - Siyichael Mysterious Smasher - (just google it )? It is a good exclusive guide for discovering how to get a cheap boat title report minus the hard work. Ive heard some awesome things about it and my mate got great results with it.

why do we still need pilots boats when the current navigation aides are more than OK, seem like its the one of the parts of shipping that needs to be modernised.

Unions, that's why. The maritime unions are some of the strongest mafias around and will move mountains to protect jobs for the boys. No politician wants to be associated with job losses so all look the other direction.

How is a navigation chart going to tell you the location of shifting sandbars etc.?

That's the insurance company policies (pilot)...not only the Mafias...

Or potentially because the entrance to port phillip bay is an extremely dangerous bottle neck, combined with the bay having 50-60km of narrow winding channels that are difficult to navigate via simply a Navigation system.

I navigate this area regularly in a trailer boating it can be tricky. I’d like to see you try to bring a ship in through the heads all the way to Melbourne. The tidal movement can be 10 knots, strong winds, huge swells creating issues with plunge depths, combine this with an absolute plethora of navigation aids puts this entrance in the top three of the worlds most dangerous. Only ship masters who navigate the rip regularly and have appropriate endorsements are exempt from using a pilot.
