For sure. There's a famous coach in my country that says defense is 10% skill and 90% the will to lock your guy down. I think there's a lot more skill and experience involved in being a good defender but nevertheless the mental part of giving it your all is tremendously important too.

The fact that Teodosic was a defensive liability was, like many other players, somewhat concealed in Europe because of the team defense implemented. In the NBA, he got exposed because of the 1v1 mentality of the league.
