I’m a retired Sheriff’s Patrol Deputy in Minnesota. As I remember it, you can install any lights you want on your vehicle. The motor vehicle laws are only concerned with how they are used while on a public road or highway. I think it’s pretty much the same in most if not all other states. You don’t have to drive far to see all sorts of lights installed on off-road capable vehicles that would clearly be illegal if turned on while driving down a public roadway. But nobody is stopping them because their mere presence isn’t illegal.
When I was a young guy and a volunteer firefighter, I had Whelen Talons in my car that were blue. I was in one of the weird states that assigns blue for firefighters. I used to drive into the neighboring states all the time, and no one cared as long as the lights weren't on. It would be a really, really bad idea to turn those on in another state.
The weights are stick on weights and the practice with mounting them is duct tape to make sure they don’t come off. Just double protection. NASCAR teams do this too.
I raced motorcycles in the early 1990's and we used stick on weights and covered with duct tape in case they would come loose. Would be a dangerous situation if came off; instability in vehicle, potential projectile.
In Oklahoma you can have lights like these. You can not have red or blue lights but amber are completely legal. Every contractor out here has them as well.
I bet they could title that car in Florida. Down here if you have a VIN and the money for the tag/title fee, down the road you go. Hell, you could mount a PT6 in your car and as long as you paid the yearly fee, the state could care less~
Here in Massachusetts I know someone with a PT6A swapped Pontiac Grand Ville. Passes inspection and it's titled and registered. Some states don't care about engine swaps in older cars. Also know someone with a Fiero that has a Boeing centrifugal flow APU turbine as an engine swap. My own 79 Subaru has a Subaru EA71S factory race engine swapped in. Passes inspection no problem because it's over 25 years old.
I was at this very race and had to go rummaging through my old pictures to verify. I have pictures of this car leading the pack down the front stretch. Going through the pictures it would also be cool to have one of the convertible Camaro’s used to take the drivers around the track during the pre race ceremonies.
I think the issue will be getting it registered through the DMV would probably have to do a complete delete on the light system for the DMV to accept it

I had a 95 z34 when I was 17. I put sweet talker mufflers on it (the quad exhaust tips) and it was obnoxiously loud. It had a red stripe along the side with a big “SS” on the door. I have a big ol soft spot for these. Still a fan boy.
Thank you for the video and your efforts each time you do a video.. I wanted to make one small correction. The 3800 V6 during that time had 205 horsepower in standard form. It had 240 hp in supercharged form. The one before that had 170 hp. The supercharged had 205 hp. It never had 180 horsepower. The 3800 before 1991 has 165 hp. That one goes back to 1988. Before that it was the 3800 it had 142-150 hp. This Monte Carlo has a modified 3800 V6.
Hilarious (in Australia) to see the transverse 3.8lt. In Australia these are in hundreds of thousands of rear wheel drive Commodores. They do 600,000 miles easy with decent servicing.

Having lights capable of flashing is not illegal for most states. The only constant would be no blue or red lights depending on your local jurisdiction. Back when I lived in Louisville we had issues of volunteer firefighters coming over from Indiana. Indiana law allowed volunteer firefighters to have blue lights while in Kentucky they were only allowed red, white, or yellow. America might as well be 50 seperate countries at this point instead of one country.
Wizard, the bulbs are not in the pigtails on the front and rear on the turn signals. Notice the headlights are full lights without turn signals. Check those out.
I remember that bullet proof 3800. I had one, and while it is bullet proof it was not explosion proof. The intake literally grenaded when I started it up one day. Sadly it is a pretty well known issue with these engines.

Which is nothing like the 90s FWD cars. You can have any kind of lamps installed in a vehicle. You just cant use them on road. Besides only Red and Blue lights are illegal.
They don't even do junk title in my state. Over 20 years old + bought out of state you bring the car to a state licensed mechanic for a vin check (make sure it doesn't appear stolen) and then can register with bill of sale only. They won't issue you a title, but can definitely drive.

I know of a daily driven Monte Carlo of this vintage, really mint condition. It's driven by a fellow wheelchair user (Paraplegic), it has a Braun Chair Topper overhead wheelchair carrier. This is in Oak Ridge, Tennessee.
@4:15 Tennessee only restricts blue and red lights. You can have green or yellow lights no problem. You also no longer need emissions testing so not having a catalytic converter isn't illegal here. Pretty sure you could title it in Oklahoma and get around the scrap title since they don't bother with that.

I believe there are (or were) strobe lights where the front turn signal bulbs would be. Rather than have a "bulb out" flash if someone hit the lever by mistake just disable them. Love this car!
I used to hate putting radios in these. You had to buy a super expensive wiring harness and run it to the trunk. You had to keep the factory radio hooked up in the trunk to keep everything working in the car.
Yeah, this car can definitely be street legal. You can build and wire the signals on a separate harness without taking apart the whole car (i saw this done on bmw especially when the body module goes bad on e39). I was expecting something more dramatically illegal
In the 90's making both systems work would mean a bank of diodes and relays etc. Wizard if you see this look at a Haltech / Motec / Link etc Power Distribution Module. You can plug everything in then program any combination of outputs to trigger. One box, solid state.
In my state those lights are not illegal to have or use unless they are blue or red and you are not emergency. you can have amber without issue. The cat would need replaced for it to be legal in my state. There are states that you can get a title to drive it on the road. I forget what state it is but it's basically a title wash.
The duct tape on the wheel weights was an “added” precaution for the track day. It’s there in the event one of them may come unglued while pacing. The weights, as you know have their own adhesive.
It's basically all stock. It's not street legal in its current form, but I bet turn signals and cats would be all it takes to register it for road use, if not in Kansas then in another state.
On the topic of titles, Eric at I Do Cars once touched on the title classifications for vehicles in Missouri, and once the title gets branded as unsalvageable, that's it. There is _NO_ 'undo' feature, and the car can only be crushed or parted out.
I don’t know what’s more embarrassing to admit, that you INTENTIONALLY installed windshield washers with LED lights on a car YOU owned, or the fact you didn’t know you can’t have red or blue lights on a non-emergency vehicle.
I had a 1995 Monte Carlo Z34 with the 3.4L and I had an issue with the turn signals as well. Turns out it's a common problem on those. What it turned out to be is the turn signal switch itself. The way to test for this specific issue is the unique way it can affect the system, The brake lights will not light up when braking unless you slightly pull back on the turn signal stalk while braking. On another note, 225 tires on those is actually factory for the non-modified cars. I still remember the tire size of mine cuz it was such an oddball size. 225/60/R16. At 225, there's no reason for those fenders to be that wide.

To title it to legally drive it maybe there's a trick to register it taking it to another country to register it might be one way. Being a 1997 the missing cats aren't a big deal it's exempt from all that anyway depending on which state you live in.

He'll make up the cost of the car from the videos he makes about it and then sell it for a nice profit at auction a few years from now. The duct taped wheel weights are a racing thing. They can’t chance any object getting off of a vehicle, or anything for that matter. They tape over them to make sure that if they come loose, they do not eject. When I raced motorcycles, they wanted us to do that so it will wait didn’t go through a radiator or hit a rider.
Beautiful car. I'm a huge Monte Carlo enthusiast. I've had two of these 5th generation cars, they were wonderful for me. A lot of clean 5th gens seem to be coming out of the woodwork lately, and I love to see it. I had a 1997 LS that my great aunt purchased brand new, so I know nothng was every messed with. It too had keyless entry, and they did not flash any exterior light when locked or unlocked.
They tape the wheel weights for the speed it had to maintain during a pace lap. When I was mounting tires for the Rolex series we would aluminum tape the wheel weights. Dun fact in 2006 when Hoosier had both the st series and the Rolex we mounted 13000 tires in 4 days between all the classes.
I was going to say the weights were probably required to be taped down. When I worked at tire stores we would do tires for a few circle track guys and the rules said to tape them
The turn signals are probably disabled because the engineers used the same chassis wires for the flashing pace lights. I’m guessing it was easier than re-running all new wiring through 5he harness. Just use what’s there already.
That's funny about lighted hood fixture. I had blue lights under my rear axel. I got pulled over and the office asked me if I was a plow truck and working for the county lol. He made me cut wire or get a ticket
It would not take much to get it right for the road in Texas. I have lights on my truck as a contractor. Use them as I'm on the job or when transporting equipment. Exhaust is a snap to do. Blinkers, I believe we know what's going on there. But your 100% right, that car is ment to be put up. I hate it, I feel that they should be shared and driven. But some are just for looking at. Car Wizard I had a 1995 Chevrolet Monte Carlo Z34 myself, Mrs. Wizard's interior tour of the 1998 Chevrolet Monte Carlo Z34 reminded of my 1995 Chevrolet Monte Carlo Z34 that I used to have.
That was my first car!! Although mine was a basic LS model, with the 3100, but still, I NEVER see that generation of Monte Carlo anymore!! Seeing that interior tour gave me HUGE nostalgia, even down to the sound of the seatbelt chime and ignition turning on, to the sound the turn signal stalk makes when you activate it.
There is a work around with this car. In my state, it can be brought through the kit car process. The State Police inspect the car, mainly looking for stolen parts. You need receipts for everything. Once that's done, a special, new VIN is assigned. Because the car is more than 15 years old, no emissions equipment is required (for the state), so no cats are no problem.
That would be illegal. Hoovie is better off just using his dealer plate and limit to parades, or to and from mechanic, which is allowed to some extent, depending on the state.
The value of this car is the orginal vin. with the vin of the rusty car it's just a pace car clone and worthless. There are states that will allow you to get a Rebuilt title with a junk title.
Pretty sure the reason why the highway trooper complained about your lights is because they were red. Red and blue lights are for emergency vehicles only. White and yellow strobes are completely fine though, busses, and tow trucks are required to have them and they're fine to use on personal vehicles.
I could get it registered in New Mexico as a collector car and drive it. Amber lights are legal, but only turn them on in an emergency. You will have to get the turn signals working and maybe add a cat. I doubt you could find a cat for that size exhaust pipe. But you could carefully remove the current exhaust, store it, and add a new exhaust. If I can't drive it I don't want it.
About the signals.. I think if you have a peek under the car you'll see that the signal bulbs have been removed, the pigtail is tied back and the strobes are in their place. Steve

The reason the Monte Carlo sticker on the trunk faces that way is so that it can be seen and read by the rear facing in car camera for the race.

Failed fuel pressure regulator leaking gas into a vacuum hose. I check every 3800 and 3600 that comes into my shop for that.

On the race track, we added duct tape to the self adhesive wheel weights so they would not come off at race speeds.

I can relate, I bought a ‘02 Dale Earnhardt Monte Carlo SS in ‘11. Was brand new, mainly cause it was Dealer Kept. I was the first one to plate it, plus it was a Daily Driver. Still have it.
I like GM's power distribution block under the hood, super easy to add brake controllers, amps, reserve batteries, etc.
In Utah, as long as they're not red and blue, ANYONE can have strobes on their vehicle(s) and even use them...
...judiciously.

I know of a daily driven Monte Carlo of this vintage, really mint condition. It's driven by a fellow wheelchair user (Paraplegic), it has a Braun Chair Topper overhead wheelchair carrier. This is in Oak Ridge, Tennessee.
@4:15 Tennessee only restricts blue and red lights. You can have green or yellow lights no problem. You also no longer need emissions testing so not having a catalytic converter isn't illegal here. Pretty sure you could title it in Oklahoma and get around the scrap title since they don't bother with that.
I really like this car. It really has subtle differences that make the lumina look great.
I had a 96 red Monte Carlo Z34 with the DOHC. What a great car, leather interior, steering wheel controls, and the 3 piece rear spoiler.

I believe there are (or were) strobe lights where the front turn signal bulbs would be. Rather than have a "bulb out" flash if someone hit the lever by mistake just disable them. Love this car!
I used to hate putting radios in these. You had to buy a super expensive wiring harness and run it to the trunk. You had to keep the factory radio hooked up in the trunk to keep everything working in the car.
No you didn't have to. The wiring harness adapter was $12 from Crutchfield if you didn't want to cut the factory wires.

Yeah, this car can definitely be street legal. You can build and wire the signals on a separate harness without taking apart the whole car (i saw this done on bmw especially when the body module goes bad on e39). I was expecting something more dramatically illegal
You'd also need to retrofit cats and get it EPA certified.
In the 90's making both systems work would mean a bank of diodes and relays etc.
Wizard if you see this look at a Haltech / Motec / Link etc Power Distribution Module.
You can plug everything in then program any combination of outputs to trigger.
One box, solid state.
In my state those lights are not illegal to have or use unless they are blue or red and you are not emergency. you can have amber without issue. The cat would need replaced for it to be legal in my state. There are states that you can get a title to drive it on the road. I forget what state it is but it's basically a title wash.
The nostalgia for the 90's is getting stronger the older I get.

The duct tape on the wheel weights was an “added” precaution for the track day. It’s there in the event one of them may come unglued while pacing. The weights, as you know have their own adhesive.
It's basically all stock. It's not street legal in its current form, but I bet turn signals and cats would be all it takes to register it for road use, if not in Kansas then in another state.
For racing/track purposes we put tape over the wheelweights just for extra safety. They arent only taped on.
On the topic of titles, Eric at I Do Cars once touched on the title classifications for vehicles in Missouri, and once the title gets branded as unsalvageable, that's it. There is _NO_ 'undo' feature, and the car can only be crushed or parted out.
I loved the style of the late 90s Monte Carlos. I had a 1977 Monte Carlo, bought used in 1986 and it was fast for the 305 Cid it came with
The strobes are not illegal as long as not blue or red. The turn signal and cat could be rectified . But the scrap title would be a big hurdle

I don’t know what’s more embarrassing to admit, that you INTENTIONALLY installed windshield washers with LED lights on a car YOU owned, or the fact you didn’t know you can’t have red or blue lights on a non-emergency vehicle.
I had a 1995 Monte Carlo Z34 with the 3.4L and I had an issue with the turn signals as well. Turns out it's a common problem on those. What it turned out to be is the turn signal switch itself. The way to test for this specific issue is the unique way it can affect the system, The brake lights will not light up when braking unless you slightly pull back on the turn signal stalk while braking.
On another note, 225 tires on those is actually factory for the non-modified cars. I still remember the tire size of mine cuz it was such an oddball size. 225/60/R16. At 225, there's no reason for those fenders to be that wide.

To title it to legally drive it maybe there's a trick to register it taking it to another country to register it might be one way. Being a 1997 the missing cats aren't a big deal it's exempt from all that anyway depending on which state you live in.

The 97 Z34 with a 3.4 V6 was rated at 215hp if I recall correctly. I can’t imagine the replacement 3.8 for 98 making less power.

Think about it: That car has a racing history. It has some extremely rare FACTORY features, it only has 800 total miles ever, is in perfect condition, and now it has a semi-celebrity owner history in Tyler Hoover. He'll make up the cost of the car from the videos he makes about it and then sell it for a nice profit at auction a few years from now. "Hoovie's Garage" is absolutely NOT the dumbest automotive channel on UA-cam....

The duct taped wheel weights are a racing thing. They can’t chance any object getting off of a vehicle, or anything for that matter. They tape over them to make sure that if they come loose, they do not eject. When I raced motorcycles, they wanted us to do that so it will wait didn’t go through a radiator or hit a rider.
Beautiful car. I'm a huge Monte Carlo enthusiast. I've had two of these 5th generation cars, they were wonderful for me. A lot of clean 5th gens seem to be coming out of the woodwork lately, and I love to see it.
I had a 1997 LS that my great aunt purchased brand new, so I know nothng was every messed with. It too had keyless entry, and they did not flash any exterior light when locked or unlocked.
They tape the wheel weights for the speed it had to maintain during a pace lap. When I was mounting tires for the Rolex series we would aluminum tape the wheel weights. Dun fact in 2006 when Hoosier had both the st series and the Rolex we mounted 13000 tires in 4 days between all the classes.

I was going to say the weights were probably required to be taped down. When I worked at tire stores we would do tires for a few circle track guys and the rules said to tape them

The turn signals are probably disabled because the engineers used the same chassis wires for the flashing pace lights. I’m guessing it was easier than re-running all new wiring through 5he harness. Just use what’s there already.
I personally wouldn't replace a/c compressor.... Keep it all original and have it rebuilt..
Just leave it, The sooner you fix it the sooner it'll break

Can't get parts for that compressor, unless there's some NOS somewhere. Just had to replace the compressor on my 4th gen Camaro for that reason.

I had blue lights under my rear axel. I got pulled over and the office asked me if I was a plow truck and working for the county lol. He made me cut wire or get a ticket
It would not take much to get it right for the road in Texas. I have lights on my truck as a contractor. Use them as I'm on the job or when transporting equipment. Exhaust is a snap to do. Blinkers, I believe we know what's going on there.
But your 100% right, that car is ment to be put up. I hate it, I feel that they should be shared and driven. But some are just for looking at. God bless yall!
Those Whelen power supplies in the trunk bring me back. Started working/installing those models, from a glance, a few years after that was made. 4 or 6 head power supplies, lol.

That was my first car!! Although mine was a basic LS model, with the 3100, but still, I NEVER see that generation of Monte Carlo anymore!! Seeing that interior tour gave me HUGE nostalgia, even down to the sound of the seatbelt chime and ignition turning on, to the sound the turn signal stalk makes when you activate it.
Hoovie should get new hoses and odd bits and ends just in case. Maybe hermetically seal them to preserve them when those hoses crack.
The center console is where you store your pistol and extra magazine.

There is a work around with this car. In my state, it can be brought through the kit car process. The State Police inspect the car, mainly looking for stolen parts. You need receipts for everything. Once that's done, a special, new VIN is assigned. Because the car is more than 15 years old, no emissions equipment is required (for the state), so no cats are no problem.
The Monte Carlo badging on the rear deck spoiler was there for the rearward facing camera.

The value of this car is the orginal vin. with the vin of the rusty car it's just a pace car clone and worthless. There are states that will allow you to get a Rebuilt title with a junk title.

Pretty sure the reason why the highway trooper complained about your lights is because they were red. Red and blue lights are for emergency vehicles only. White and yellow strobes are completely fine though, busses, and tow trucks are required to have them and they're fine to use on personal vehicles.
I could get it registered in New Mexico as a collector car and drive it. Amber lights are legal, but only turn them on in an emergency. You will have to get the turn signals working and maybe add a cat. I doubt you could find a cat for that size exhaust pipe. But you could carefully remove the current exhaust, store it, and add a new exhaust. If I can't drive it I don't want it.

About the signals.. I think if you have a peek under the car you'll see that the signal bulbs have been removed, the pigtail is tied back and the strobes are in their place. Steve
You could replace the leaking seals in the compressor and keep the AC system original.
