We own a hotel zoned condo that has yearly taxes of $23,000, quarterly HOA of $4000. The condo is an 806 sq. Ft. Ocean front 2 bedroom 2 bath. When we purchased 5 years ago, taxes were $8,000, and we never wanted to rent it. Now we can't afford our home even after renting it for 7 months. We have been coming to Maui since the 80s, we no longer can afford it.
as a layperson and visitor to the island for the last five years, including just returning from 10 days with fsmkly of 4. we use Vrbo each year and stay in kaanapali /lahaina area as we like proximity to kapalua,Napili, etcand all west side has to offer,whalers village , kpb and black rock etc. if str are eliminated, we have no reason to visit or stay as we prefer our own domain VS a large resort like westin, honu, etc. also they have gotten very expensive, but well worth it, but we are close to priced out as is with all of Maui in general. we would consider and are considering a different island, or even some where else completely as Hawaii in general is not a cheap vacation. we love love love Maui so much, but this might have been the final year for a long time. I don't think we are alone in the families that utilize the week - 10 day str. if those go away, the visitors will too, and so will the jobs that come with it.

Somehow I don’t see ocean front property’s on the STR apartment zoned list becoming affordable if they were ever taken off the STR market. These are expensive property’s to buy, rent or short term rent by nature anyway based off of most of their locations. They are not the first property’s that come to mind as affordable. This is just trying to ba a very bad bandaid on the problem for years of not already building affordable housing which has been needed well before the Lahaina fire in Maui anyway! Just my 2 cents. Affordable? I’ve been to Maui many times and yes it’s beyond beautiful and some of my best memories were made there. With that said the cost of those trips are outrageous, one week to Maui would cost me the same as 3 weeks in Florida.

Can you investigate and find out of there is a "Grandfather clause" in this bill or on the current books that allows the people who currently own & lease their condo/apartment out with short term rentals can continue to rent their apartments. And that this new bill will only apply to new apartment owers in the future. Grandfather clause are very typical and these protect the current owner from having to follow the new bill/law. That they are protected underl the old laws. Pls check into this. What the govt has done causing the affordible housing issues is allowed to many luxury builders to build in Maui/hawaii (all over the US). What the gov should have done was put house price resale caps on certain areas where they allow builders to build lower/middle class housing which in the future the prices will not rapidly rise protecting this class. The Maui planning board & permit board members must have pocketed al lot of money allowing for so many luxury houses/condos on Maui and did not plan for locals of all economic classes. Shameful. I would be shocked if such an exclusion exists. It would cause the bill to functionally apply to nearly no units and would run contrary to the government’s rationale for the ban. Whether or not the ban is a good/bad thing is something I’m not going to comment on.
That's exactly what this "Minatoya List" is. Condo's not in Hotel zone that were grandfathered in by Minatoya, when they changed enforcement of zoning rules to require short term rentals only be in Hotel Zones. I believe this Minatoya List was created in the 1980's. They now want to void this grandfathering.
My family has been going to Kihei on Maui since 1975. We stay in condos by groceries at the local stores cook on the outdoor barbecues at the Hale Kamaole and have a vacation at a moderate cost. We usually stay around three weeks. Ifthe short term rentals are taken off the market. then the prices of the remaining rentals will go automatically which we could not afford. In addition, the already expensive hotels in Wailea would become even more expensive due to market demand and I fear we would not be able to continue our tradition of long trips to Maui, especially Kihei. i’m not tuned into the local politics, but as I understand it, the reconstruction and building in Lahaina has been very slow. The politicians should focus their efforts on expediting people to establish their property sites and rebuild in Lahaina that would be the way to create more housing. Thanks for the information.
The rebuilding pace is criminal . I saw a video that said only 2 homes ( 2 !!! ) had actually been completed in 17 months ! At that place it would be 1,417 YEARS before All are rebuilt . Speed that up 10 X considering it was stalled and is gaining momentum - that makes it 141.7 Years . Speed it up 100X just for the heck of it - Still 14.17 Years

The unfortunate truth is as soon as those other areas are no longer zoned for a hotel, the dues will triple or quadruple. I know a couple their dues went from 700 a month to 1600 and when you add all the fees and taxes and maintenance, it’s barely worth it. But you know this is the goal of the city to cripple small business.
Another unfortunate side effect to a potential ban is simple supply and demand on travelers, meaning hotel prices that are already insane will go even higher and drive people away from Maui, which will have a huge negative impact on the people of Maui. I could also see investors buying up all these STR that get cut and turning them into long term, so the locals still don't get benefit of owning the properties anyways

We used to go to Maui at least twice yearly prior to the fires. While I so miss it, I won't feel right going there until the Lahaina situation is resolved. Been going to Kona instead.....but would love to go back to Maui, when the time is right. I continue to donate to the Lahaina situation in the interim.

The Politicans in HI (was stationed out there for a decade) are the worst this country has to offer. They would rather leave the amazing people of Hawaii high and dry, than look long term. I have been visiting Maui at least annually since about 1995. What I have seen is that Maui is very unfortunately descending into the third world and the STR ban will hasten that descent. The word "affordable" is not descriptive of the properties in the STR-ban list, and it is incomprehensible to me that any thinking person would consider the STR-ban properties as permanent affordable places for locals to live. The fire was tragic, and the STR ban will compound that tragedy thru lost county revenues and lost jobs. Sad....
It's my understanding that Wailea Ekahi I and II are apartment zoned because they were developed before the Hotel Resort zoning was even an option. Ekahi III (developed later) is zoned Hotel Resort because when it was built the Hotel Resort zoning option existed. If this is true then the whole property ought to be re-zoned and not part of the STR ban hit list. Are there discussions about re-zoning certain properties on the Minatoya list? Any insight would be welcome.
It’s important to note that the federal government Is giving Maui over a BILLION dollars to help with housing. I doubt the county will be buying up any of these old buildings with failing sea walls, plumbing and other structural issues. They would be much better served to build communities for locals. And I mean real locals, not the dude that decided he wanted to surf 12 months a year so he moved to Maui from Denver. It would be a shame to take property from people that love Maui, many of whom have owned for decades, and give it to “Jeff Spiccoli”
You are 100% correct there’s not one city in the United States that enacted a ban on short-term rentals and it actually created more housing. Not one that’s just not how Affordable housing is created. In most cities in the United States, like California, the housing crisis actually got worse because lower wage workers that were being paid Higher wages money with host of short term rentals lost their jobs and had to go back to minimum wage or less for major chains. In addition to this state worked with the app and they would block anybody from working around the law so middle and lower class people that we’re making extra money finally and elevating their life we’re blocked. But somehow each city allowed upper class properties in nicer neighborhoods to do it so people that could afford upper class buildings i.e. the wealthy we’re not banned from doing it so it’s just shift the wealth back to a wealthy and it removes any chance of it trickling into middle and lower class. This is also a ploy to have controlled to build 15 minutes, cities and smart cities, where super blocks where there’s complete control of the population in those spaces.
Can you post how one finds out who’s on the Minatoya list and, if they’re apartment unit is on the list, how to know if they can expect the STR classification to be taken away. I’m specifically talking about the Maui Eldorado at Ka’anapali. Thanks Jesse!

They are waiting on the economic impact report which will probably show a significant loss of revenue and jobs. Revenue that could be used to develop housing in areas that locals auctually live What they should do is crack down illegal short term rentals and rentals that are operating under a use permit. Permits can be Revoked. Most of these rentals are located in residential neighborhoods where locals live. It’s crazy that the mayor isn’t proactive on this avenue to provide more affordable housing for people in Maui.
Maui has been distressed enough. This probably more hardships. After over 1 year our government is running out of money and spending money it does not have. It will be cutting back everywhere. You can’t have affordable properties close to the beach, so none of these STRs would be affordable to locals. What would be affordable? Tiny home villages farther from the beach. Those can be nice with storage sheds, and landscaping, a common grassy area in the middle, and a few common sense regulations that promote harmony and safety.
With the lack of tourist and the lose of vaca tax is gonna create i massive price drop in maui. Most of these condos got bought up during covid for inflationed prices. They can only hang on for so long.
The hotel industry and billionaires are behind this. Imagine the costs to stay in maui if it is past. Those in Lahaina could not afford the hoa costs alone for the apartment complexes.
To those saying this doesn't work... I was able to buy my place when the investor sold. I was also able to negotiate and got a price reduction. So thankful. Leave short term stays for motels/hotels. They are built for that. Houses are built for families.
One tip: Don’t assume that everyone knows what the acronym STR means. And the UA-cam algorithm certainly doesn’t, so if people are searching for this, you’re nowhere to be found. Also, how is “short term” defined? One day? One week? One month?

Yes, most owners hire a property manager. There are several to choose from and their rates will vary but 25% is typical. Some properties have on-site programs but they tend to charge more than the off-site managers. I can help with property manager recommendations for my clients purchasing these condos or for people who already own a vacation rental.
I still don’t understand why the average American who had this amazing opportunity to make a little extra money isn’t fighting back. There’s so many Americans across the United States that had an entrepreneur spirit didn’t wanna be saddled to multiple jobs or needed extra money to afford their own properties and took the opportunity. This is what I don’t understand. Why so many people in so many cities are just idle. And never fight back once they see that the supposed goal is not reached ever there’s no more affordable housing in the United States since these bands started five years six years ago. The big business and billionaires let Lahaina burn so they could get their hands on that land… right before the fires, the governor passed a law repealing Lahaina from protection from such buyers.
Here on Hawaii Island, Bill 121 which would have heavily regulated hosted rentals and basically closed every mom and pop on the island, was basically just scuttled. It was so so unpopular and speaking out VOCALLY by all those opposed seemed to make a big difference. Heather Kimball could not stop making it complicated and ridiculous for no discernible benefits so she got pressure to give it up. Unfortunately I had to close anyway due insurance issues in lava zone 2. Too risky.
You make it sound like building more affordable housing would be so easy and criticize this proposal for dividing the community and wasting time and money. Personally, I see most affordable housing pushes also dividing the community (NIMBY owners, and environmentalists usually lobby to get the project cancelled or enough of the government incentives to build there repealed such that the developer gives up). There has also been way more time wasted on affordable housing/supply based solutions than this (people have been trying since the 80s years to get more affordable housing built). I am not saying we shouldn't try to cut red tape for builders, speed up the permitting process, eliminate restrictions on housing size, density, and build height, not mention reduce zoning restrictions. But at the end of the day expecting that to solve things by itself when the government has failed decade after decade and the cost of construction just keeps soaring is painfully naive.
I truly hope this proposal gets approved. After the fire, I made the difficult decision to leave the island and return my studio in Lahaina to the local community or those affected by the disaster. Having spent many years on Maui, I felt that I was merely occupying space on land that rightfully belongs to the native people. In my previous role at a property management company overseeing over 300 vacation rentals, I often witnessed how many property owners were from the mainland, lacking any genuine connection to the island. It’s disheartening to see outsiders profiting from Maui while local residents struggle to find affordable housing amidst a tourism-focused economy. I had hoped that the devastation from the fire would highlight these issues and inspire meaningful changes moving forward.
What I remember about my last time in Maui was how bad the traffic was. Reducing the amount of rentals on the market should reduce overcrowding and the value of those former rentals will fall which should be good for a local trying to buy a place. Not good for a real estate agent or real estate investor but good for the community.
Ban STR as proposed. Don't buy your argument. The discussed rentals were designed for permenant residents for very good reasons. Some people just see a cash cow for little work, and the residents of Maui who don't own them should have far more say. It's not about business it's about housing for people who actually work.

That is way more true for the resorts because the shareholders do not live there and the guests eat at their restaurants and do excursions from the resort whereas vacation rentals guests have to eat and shop at the local establishments
2/3 of the housing in west Maui is transient leaving only 1/3 for people who live & work full-time. For those of you who own property in Hawai'i, live off island & are unhappy with the STR bans, how would you feel of this was your home and/or ancestral homeland. How can you have community with a demographic like that? West Maui, and all of Hawai'i, is more than just a vacation destination & playground for others. Banning STRs is a good first step as part of a larger solution. No one in favor of the ban thinks it is a magical fix our problems. Before the fire, 40% of all housing on west maui was STRs, and 80% of those were owned by people out of state. Only 32% of pre fire housing in west maui was for residents. Almost all of the housing units on the STR chopping block we're originally constructed as workforce housing. The debate around the ban itself was painful. On one side, you had people who had lost everything, their homes their community and oftentimes their loved ones. On the other, you had rich people from the mainland complaining that as a long term rental, they wouldn't be able to afford their 2nd, 3rd or 4th property. The whole thing it was agonizingly tone deaf, as is this comment section. Which isn't surprising, since most of you seem primarily concerned with how it will impact your vacations.
You don't get it, do you? Those STRs bring tourists to the island. Ban where they can stay, and those locals who lost their homes are about to lose their jobs as well.
Jesse is also a Maui resident so his job and rental income is money that stays on island. In fact, the vast amount of dollars earned by rentals stays on island in the form of support jobs and taxes. I would love to see some data on that.

The word "affordable" is not descriptive of the properties in the STR-ban list, and it is incomprehensible to me that any thinking person would consider the STR-ban properties as permanent affordable places for locals to live. The fire was tragic, and the STR ban will compound that tragedy thru lost county revenues and lost jobs. Sad....

It's my understanding that Wailea Ekahi I and II are apartment zoned because they were developed before the Hotel Resort zoning was even an option. Ekahi III (developed later) is zoned Hotel Resort because when it was built the Hotel Resort zoning option existed. If this is true then the whole property ought to be re-zoned and not part of the STR ban hit list. Are there discussions about re-zoning certain properties on the Minatoya list? Any insight would be welcome.
I suggest that the county consider all complexes that the banks deemed to be "Condotels" with higher mortgage rates, to be excluded from the list.

It’s important to note that the federal government Is giving Maui over a BILLION dollars to help with housing. I doubt the county will be buying up any of these old buildings with failing sea walls, plumbing and other structural issues. They would be much better served to build communities for locals. And I mean real locals, not the dude that decided he wanted to surf 12 months a year so he moved to Maui from Denver. It would be a shame to take property from people that love Maui, many of whom have owned for decades, and give it to “Jeff Spiccoli”

You are 100% correct there’s not one city in the United States that enacted a ban on short-term rentals and it actually created more housing. Not one that’s just not how Affordable housing is created. In most cities in the United States, like California, the housing crisis actually got worse because lower wage workers that were being paid

short term rentals lost their jobs and had to go back to minimum wage or less for major chains.
In addition to this state worked with the app and they would block anybody from working around the law so middle and lower class people that we’re making extra money finally and elevating their life we’re blocked. But somehow each city allowed upper class properties in nicer neighborhoods to do it so people that could afford upper class buildings i.e. the wealthy we’re not banned from doing it so it’s just shift the wealth back to a wealthy and it removes any chance of it trickling into middle and lower class.
This is also a ploy to have controlled to build 15 minutes, cities and smart cities, where super blocks where there’s complete control of the population in those spaces.
Can you post how one finds out who’s on the Minatoya list and, if they’re apartment unit is on the list, how to know if they can expect the STR classification to be taken away. I’m specifically talking about the Maui Eldorado at Ka’anapali. Thanks Jesse!

Honokeana Cove is a unique zoning: CID Napili Bay Civic Improvement District. It should be safe as it is not on the Minatoya List.

I passed on a 150k job offer in Maui because the rent is too high. I told them I need at least 250k.
Maui has been distressed enough. This probably more hardships. After over 1 year our government is running out of money and spending money it does not have. It will be cutting back everywhere. Eventhough interest rates dropping treasuries and mortgage rates increase as investors nervous of all the government debt.
For decades my go to place..........never gonna be the same and the politics, taxes, land grabs and inevitable non stop surge in the price of everything......unstoppable. Bummer

You can’t have affordable properties close to the beach, so none of these STRs would be affordable to locals. What would be affordable? Tiny home villages farther from the beach. Those can be nice with storage sheds, and landscaping, a common grassy area in the middle, and a few common sense regulations that promote harmony and safety.
With the lack of tourist and the lose of vaca tax is gonna create i massive price drop in maui. Most of these condos got bought up during covid for inflationed prices. They can only hang on for so long.
the list includes a lot of property on Molokai. Molokai was not at all affected by the fires. Let the free mrket work.
The hotel industry and billionaires are behind this. Imagine the costs to stay in maui if it is past. Those in Lahaina could not afford the hoa costs alone for the apartment complexes.
To those saying this doesn't work... I was able to buy my place when the investor sold. I was also able to negotiate and got a price reduction. So thankful. Leave short term stays for motels/hotels. They are built for that. Houses are built for families.
One tip: Don’t assume that everyone knows what the acronym STR means. And the UA-cam algorithm certainly doesn’t, so if people are searching for this, you’re nowhere to be found. Also, how is “short term” defined? One day? One week? One month?
On Maui, a short term rental is anything less than 6 months.

Yes, most owners hire a property manager. There are several to choose from and their rates will vary but 25% is typical. Some properties have on-site programs but they tend to charge more than the off-site managers. I can help with property manager recommendations for my clients purchasing these condos or for people who already own a vacation rental.

The condos listed on my Hotel Zoned webpage only include the properties that I typically recommend to clients for short term rentals. I also filtered out properties that are known to have beach erosion and potential flooding issues. For a list of the properties that could be impacted by the proposal, look up the Minatoya List. The big business and billionaires let Lahaina burn so they could get their hands on that land… right before the fires, the governor passed a law repealing Lahaina from protection from such buyers.
Here on Hawaii Island, Bill 121 which would have heavily regulated hosted rentals and basically closed every mom and pop on the island, was basically just scuttled. It was so so unpopular and speaking out VOCALLY by all those opposed seemed to make a big difference. Heather Kimball could not stop making it complicated and ridiculous for no discernible benefits so she got pressure to give it up. Unfortunately I had to close anyway due insurance issues in lava zone 2. Too risky.
You make it sound like building more affordable housing would be so easy and criticize this proposal for dividing the community and wasting time and money. Personally, I see most affordable housing pushes also dividing the community (NIMBY owners, and environmentalists usually lobby to get the project cancelled or enough of the government incentives to build there repealed such that the developer gives up). There has also been way more time wasted on affordable housing/supply based solutions than this (people have been trying since the 80s years to get more affordable housing built).
I am not saying we shouldn't try to cut red tape for builders, speed up the permitting process, eliminate restrictions on housing size, density, and build height, not mention reduce zoning restrictions. But at the end of the day expecting that to solve things by itself when the government has failed decade after decade and the cost of construction just keeps soaring is painfully naive.

Stay in hotels we can’t even find a house as it is especially now that we all got burnt out of our town.
I truly hope this proposal gets approved. After the fire, I made the difficult decision to leave the island and return my studio in Lahaina to the local community or those affected by the disaster. Having spent many years on Maui, I felt that I was merely occupying space on land that rightfully belongs to the native people. In my previous role at a property management company overseeing over 300 vacation rentals, I often witnessed how many property owners were from the mainland, lacking any genuine connection to the island. It’s disheartening to see outsiders profiting from Maui while local residents struggle to find affordable housing amidst a tourism-focused economy. I had hoped that the devastation from the fire would highlight these issues and inspire meaningful changes moving forward.
What I remember about my last time in Maui was how bad the traffic was.
Reducing the amount of rentals on the market should reduce overcrowding and the value of those former rentals will fall which should be good for a local trying to buy a place.
Not good for a real estate agent or real estate investor but good for the community.

That is way more true for the resorts because the shareholders do not live there and the guests eat at their restaurants and do excursions from the resort whereas vacation rentals guests have to eat and shop at the local establishments
2/3 of the housing in west Maui is transient leaving only 1/3 for people who live & work full-time. For those of you who own property in Hawai'i, live off island & are unhappy with the STR bans, how would you feel of this was your home and/or ancestral homeland. How can you have community with a demographic like that? West Maui, and all of Hawai'i, is more than just a vacation destination & playground for others. Please don't say, "I've been coming to Hawai'i for X amount of years" and "I respect the local culture" if you can't understand how the people who are of this land & others who live here full time feel.

Banning STRs is a good first step as part of a larger solution. No one in favor of the ban thinks it is a magical fix our problems.
Before the fire, 40% of all housing on west maui was STRs, and 80% of those were owned by people out of state.
Only 32% of pre fire housing in west maui was for residents. Almost all of the housing units on the STR chopping block we're originally constructed as workforce housing.
The debate around the ban itself was painful. On one side, you had people who had lost everything, their homes their community and oftentimes their loved ones.
On the other, you had rich people from the mainland complaining that as a long term rental, they wouldn't be able to afford their 2nd, 3rd or 4th property.
The whole thing it was agonizingly tone deaf, as is this comment section. Which isn't surprising, since most of you seem primarily concerned with how it will impact your vacations.
You don't get it, do you? Those STRs bring tourists to the island. Ban where they can stay, and those locals who lost their homes are about to lose their jobs as well.

Jesse is also a Maui resident so his job and rental income is money that stays on island. In fact, the vast amount of dollars earned by rentals stays on island in the form of support jobs and taxes. I would love to see some data on that.
What does that have to do with the price of tea in China? The fact of the facts there’s not one city that these policies helped homelessness or affordable housing. It’s been tested for the last six years.
