You dont have to trench from the front to the rear unit. There is always the option of asking you LADBS inspector to do an overhead drop to feed the other unit.
LADWP won't charge you for the extra meter, but they require all the meter located in the same location and you will only get one service drop per parcel.
An option you can do is ask you LADBS inspector if you can do an overhead service drop from your panel to the front house, but it requires prior approval from LADBS inspector.

This is not possible. LADWP only allows one service drop to each parcel. Look up the electrical service requirements on ladwp's website.
