@@stonedwalljack9276 Not what it is; If you are a foreign resident, not a citizen, you are required under the terms of your visa to carry either your Residence Card or your Passport. This is because you can in theory at any time be asked to prove your status of residence in Japan, but also if you are involved in a crime it simplifies the process of working out who you are and whose responsibility you are.
If like in Calli's situation you lose your card, you can report it and get the aforementioned 'permission slip' or you can carry your passport until your Residence Card gets replaced or found. However if you are checked and you do not have your card on you, or your passport, the police can take you in but it very rarely amounts to that. What usually happens is that you have left it at home, so they ask to accompany you to your home where you can show the card or passport, I think in certain places they even allow you to report an address to them and then make an appointment to go by their office by a certain date to show your residence card.
It is common sense, one would think, to be able to keep track of foreign residents in your country. I lived in Japan for a year, and never once felt it was an issue, even when I was checked for my card. Japanese Officers were always polite, courteous, and understanding, and I in turn acted in correspondence with their rules because I was a guest in their country, not a citizen.

In most cases you can get help from the embassy.
In this case, I'm sure that what Calli lost was the "zairyuu card". The name can be translated to 'residence card'. Any foreigner who is not a temporary visitor must receive zairyuu card from the local immigration office and carry it always.

@@Da_Nuggies IDK if it's an issue in Japan, but I know some countries have issues with human traffickers. One of their methods of abduction is masquerading as the law enforcement of that country, then when the foreigner is inside the vehicle, they get the ol' Chloroform and once they are in out of country, usually never heard from again.
