Because in most countries, a traffic light has to apply to the same regulations as other traffic signs. Being, it's only valid if it's directly to your right side, or above the lane you are driving on.
In the UK, we are taught to apply the handbrake when stopped or at traffic lights. It's a habit we get into... Unlike the US. And, although (after driving for sometime) you may just keep your foot on the brake pedal at lights; the Red/Amber (yellow) lights DO give you time to release the handbrake and get ready to go...
We have a lot of traffik lights in the UK, but we have a LOT more roundabouts (US traffic circles) because they work better than lights and keep the traffic moving smoothly. 😊

The standard of driving in the UK is much higher than the US. It is much harder and more expensive to get a license.
We call them traffic lights and no, none have ever blown around in the wind as they are permanently fixed. 👌
