Many broadcasters used the same kind of technique, for example ORTF 3's (now France 3) ident in France in its first years and TV2's (now SVT2) ident in Sweden from 1987-1990. I think they just did so out of financial reasons related to making an intro or an ident.

It was a really rare BBC Video logo only used on American home video releases. It was used from 1992-1997. If you look up "BBC Video logo rare" on UA-cam, you'll find a few videos of it.

Possibly, but make sure that the release date is 1992 to 1997, as those were the only years that it was released.
