Floating and concrete don’t belong in the same sentence
Yes concrete can float, you mix the concrete to different applications, hard heavy loadbearing or light, easy crumble as a road barrier, that mix can actually float due to big airbobbles trapped inside.

Why does it matter if concrete can float? He cant speak English.(why) I'm glad he survived,hopefully, this will show our infrastructure needs improvement. Not just throwing $ at it. But new Ingenuity.
Please don’t use the word “ concrete” because nobody understand. Really must be debris of material of construction. The construction today in ours day is more advanced than credible.
