Technically there are 3 forms of the plague, the two you mentioned were correct however you forgot the third form which is the septicemic plague which is the rarest and most fatal form of the plague.
@Aaron why, well if you need to produce a vaccination in a clean room for small scale tests it's expensive. Just consider all the PPE required for keeping the lab rats safe, then there are the airfilters for air in take and exhaust of said clean room. Not to mention the daily cleaning required to keep everyone safe. Given all cleaning agents and wipes need to be sterile and packaged in a way that keeps them from being contaminated by anything, well the costs just keep rising. Used to work in cGMP clean rooms and my tiny wages were nothing once all the expenses added up.
