The video in general is very New Jersey, most of the speakers have north jersey accents and look like people did in NJ at the time (especially the Puerto Rican-looking chick with big hair). HOWEVER the main woman of thew video probably was not originally from New Jersey. Her voice does have a Great Lakes Vowel Shift and so she's probably coming from an upper midwestern city, maybe from Buffalo/Western NY too.
