At first I thought he was trying to apply a juggle after tatsu, but the real technique here is trying to look like a fool to your opponent but then take them by surprise.
The seemingly meaningless whiffed jumping attack after the tatsu, is to burn frames, to make the crouching hard punch a meaty, which means it hits later than normal, and puts you at a better frame advantage after the move hits than it would normally.
Doing that whiffed jump attack makes you very predictable, though, so it’s better to just time it, rather than show your opponent you’re setting up for a meaty.
This set up would only surprise bronze players, and then, probably only once if they actually get hit by it.

Tekken community has various outlets. You have the Koreans who may do their own translation for their own content. The JP players who stream on youtube probably don't but its their own call. The Pakistanis sometimes have translations or speak English in their own tourneys. Its a lot more varied than it looks.
