It's a noise suppressor. It cuts power to anything that makes noise (Heaters, the radio, the fans in the front, A/C units [if equipped], etc.). It's good to use for railroad crossings because you can turn all of those things off with one switch instead of having to turn off each item individually.

The gauges don't sweep when you turn the key on. They sweep when you run diagnostic mode.
