_"Rudder controls tiller: NO"_ is intended for people who (like me) have a dedicated controller axis for nosewheel steering. The idea behind this is that in MSFS airliners, directional control during high-speed ground roll during take-offd & landings is much smoother by reducing the authority that rudder pedals have over the nose wheel steering. And then, for low-speed turning we use a separate tiller that has full-range turning control. This accurately reproduces real-life airliners. But for those who do not use a control binding from a specific, dedicated hardware axis for nosewheel steering (like probably most users), then the setting should be as you showed, _"Rudder controls tiller: YES"._ Other airplanes (PMDG, etc) have similar settings for the same thing.
