You need to use cops and ambulance to fire places and other things maybe cops at medical or something but you need to use ambulance and cops technical tools and medical kits. Thats how i got 100 % success

I played a demo of this game on my Ipad a little bit ago and one of the calls was from a mother trying to get some help for her 14 year old daughter. And one of the questions that kept popping up was "Do you want us to shoot her?" LMAO
if you mean the earthquake, ehhhhh. I did struggle with it, but I have an excessive amount of both paramedics and firefighters so it wasn't really a big deal
I'm still surprised all emergency vehicles don't have trouble during the earthquake and those police still sending messages they under attack and need backup

@@AtagiKawa I finally got past the earthquake on normal with no DLC. What I did was sell the helicopter and bought an extra fire truck. Then I bought everyone a medical pack even if they wasn't working on ambulance. But on the down side, had to take away some bullet proof vest to get the money for all of them. I did have one person die as a result. (can't remember for sure but think he was a medic). Sometimes as a leader you got to make the hard decisions.
@@danielrice5474 I agree, this was on easy difficulty. There's way too few cases for it to be on normal. Nevertheless, I didn't have any issues solving the missions. I basically ignored every unimportant problem, like vehicles blocking the road, speeding and stuff. My reputation tanked (vehicles blocking the road are -9 reputation), but still managed to stay afloat.
