I’d use an editing app like iMovies or LumaFusion. You can screen record as usual and then edit using a 16:9 aspect ratio time line. You can then adjust the portion of the screen you'd like to show. 👍

I often mix iPad’s screen recordings with 4k camera video and the quality is fine. Unfortunately, you can’t adjust the resolution or quality of iPad screen recordings.
The recording resolution is not known, and may be specific to your version of ipad. For example my iPad Pro has a pro motion 120 hz refresh rate screen, depending on what's being recorded on screen the resolution and framerate may change. But regardless the 16:9 video should retain its quality.
It's the native Apple built in screen recorder. Go to settings / control centre / more controls / screen record ⏺. Then swipe down 👇 the control centre on home screen top 🔝 right 👉
You can't change the scrren recording aspect ratio. Rolling sky plays in full screen which is 4:3. All you can do is crop afterwards. Best to keep fulscreen and use an video editing app like iMovies or lumafusion to choose your desired format/aspect ratio.

Please watch the video from 5:08 onwards. If you don't have the option of aspect ratio, make sure you have the latest iPadOS version, anything 13.x

During live streaming you will not be able to do 16:9. Only if you record and edit to 16:9 before uploading.

Changing the aspect ratio shouldn't degrade the video quality. It takes a while to process, but should retain the original quality.
