1. Processor- Intel i5 11th/12th Gen/ AMD Ryzen 5
2. Prefer Min. Ram- 16GB
3. Main Storage- 512GB SSD
4. Bigger Screen Size- 15/16 Inches or get 14 inches laptop and later buy a bigger monitor for your home desk (A full 1920x1080p HD resolution)
5. For Coding, no dedicated GPU is essential; therefore, you can even count on shared GPUs such as AMD/Irish.
Your requirements later may vary based on what you are explicitly developing. However, this laptop(HP Pavilion 14 12th Gen) is also one of those fits for you that checks all the above boxes. The 15-inch screen variant will help you see things slightly better. You can also choose AMD Ryzen 5 from HP or other competitive brands, which will be a more budget-friendly option.

What is the benefit of touch screen display of this? I'm a cse student. Is it worth paying extra 1500rs for touch screen?

First, if you are a CSE student, then spending a little extra to taste additional features will not be a bad investment; however, the Touchscreen feature on a laptop can add extra value to your computing experience such as:-
1. Quicker access to apps
2. When filing forms or taking tests/exams
3. Better Zoom IN or Zoom OUT
4. Precisely scrolling through websites/books/notes
5. Copying & moving content for presentations
6. When taking quick NOTES
7. Enjoy some light GAMES
It also depends on you; if you start using TOUCHSCREEN, it may become part of your process and make your overall experience more PRODUCTIVE.
Moreover, the touchscreen feature on a laptop also drains the battery a little faster and you must keep WIPING your screen after every use to avoid dirty marks on the display.

It depends on your preference, as Pavilion 15 has a larger screen and full keyboard, while Pavilion 14 has a smaller screen & keyboard without a number-pad, making it more portable.
Besides, both versions are available with the same set of hardware configurations!☺

@@dipakbhosale8128 Sure, I rather prefer portable laptops that are 13-14 inches. They look more elegant and pretty much like a notebook. I feel more comfortable carrying and operating a smaller laptop anywhere I go.
Also, I do not use a side number pad on a keyboard which actually expands the whole laptop size.
