That's 2 different directions of stealth - classic (Splinter cell series) and social stealth (Hitman series). In my opinion, there is no sense to compare this games, both are perfect
It depends on you. 47's stealth is known as hiding in plain sight, so Sam would technically be better at not being seen, but its very difficult to compare their styles.
