I was wondering, since you did a 2 year average, if you were doing forecast for multiple years, would the formula need to change a bit if you did forecasts for year 2022, 2023, etc?
Generally, the more real-world (i.e., actual, not forecasted) data the better. If it is a fixed cost, then no; for variable costs, that would not be a bad idea.

This is far too complicated, there is a far easier way without having to use the "average" formula in excel
