Zhongli is definitely not a better general pull than Kokomi. Especially for new players. He is a very good comfort pick, in that he makes you practically invulnerable and you can slot him in any team, but kokomi is basically the same (with ups and downs like, she is worse against azhdaha but better vs wolves). But he is rarely the best character for any team and is a DPS loss. He is only really BiS for Ganyu,Yoimiya and Hu Tao team variations. Oh yeah and i'd say he might teach new players into bad habits like not dodging and make them completely reliant on him. Meanwhile Kokomi is actually pretty much BiS in Tazer,Dendro (Bloom),Freeze teams (all doable with 4*). She's gotten a lot better since release and can be used both as a support with TTDS/Tenacity or as a main fielder in tazer with hakushin/clam. Still i agree that liking the character and what's on your account is more important. All the reruns in 3.0 have good value for different accounts. Nilou and Cyno are untested and are still subject to change so it's too early to make decisions, but i assume you didn't read leaks based on what you said. So without spoiling it for people that don't like that Nilou will be a Shenhe type of character (very niche, but very strong within the niche), so she isn't a generally good hydro pull like let's say Yelan.
you'd be dissapointed on how niche and bad nilou is comapred to kokomi in terms of hydro application if this was why you wanted to pull for her but as you said if u really want her cuz you like her then go ahead this is why leaks are good makes us save our primos
