Theoretically, if both generals are also at a battlefield, then the one of higher rank will take command which means that you will see more battles commanded by the more senior general. Because most generals in this game are promoted based on the need to lead larger amounts of troops, you might be inhibiting the use of a better general that leads fewer troops. I am not sure if this is how it works, but it might be good to verify.

Simón Bolívar was from a family of landowners and had slaves, he was racist with natives and black people, literally the Spanish New Granada was more tolerant with different ethnic groups than Bolivar's Colombia was. His speech had the objetive of making natives and black people support him, and even so a lot of natives opposed Bolivar's rebelion.
I wouldn't pay too much attention to the offense defense stats. They don't correlate the most to winning/losing battles. The important stats are in the details page. 1st one is the amount of men available to fight which is displayed as a graph. Then two more important stats are kill rate and recovery rate. You'll notice every week reinforcements will increase your manpower, and the graph will of course go down every day based on how many people theyre able to kill. The last stat to be aware of is morale, although this is more important for overseas ventures where bad supply lines will decrease their morale. This will allow you to predict some wacky battle results. Like I had 1 unit hold off a naval invasion of 50 because their recovery rate was so good and the enemy's kill rate was so bad. Hope this helps.

True, that the region is under developed at the start and cant easily be defended, but the place is good to invest in when your starting region is already maxed for the time being.
