the problem is the police department itself and not all departments behave the same way. Some are better than others and how they are trained. Just like how all car dealerships/companies don't behave the same way. Put in better consistent training in all states and most of the issue will be gone.

We've passed laws but young black men keep getting killed. We've required body cameras and that doesn't change things. Everyone said when they get body cams police will change because they'll be held accountable. These Minneapolis cops had body cams and knew they were being recorded and they STILL didn't care.
