I guess I never thought about it, but what is the difference between 'quarter, quarter, quarter, quarter rest', and 'quarter, quarter, half'? Would you mute on the quarter rest vs let it ring out on the half?

Yes, you would mute on a rest if that was written in the music, or if you were reading the rhythm. And you would let the chord ring out on a half note, correct! So you would still be playing on beats 1 and 2 for the quarter notes, beat 3 for the quarter note or half note, and then it all comes down to beat 4- if it's a rest, then you mute/rest. If it's the half note, than the note rings out over beat 4, without strumming again.

Not too bad, just have to get faster with that "G" chord, Ugg I get there it just doesn't sound the way it should.

You will get there!! G is tough and it will take time for your muscle memory to get stronger.
