I've said this for years. People for some reason REALLY like to take what's said at face value and asume it's because he can kill so many ninja. i've never been a fan of this reasoning since so many otehr ninja could match if not surpass him in kills. A ninja taged by him could end up back in the village and lead it it's doom. I wouldn't be surprised that if ninja who had contact with minato but "got away" were just killed on the spot just to avoid issues.

Fugaku, the sannin,Neji, Tobirama,Madara,Hashirama,Minato, All uchiha’s basically,Kakashi, Guy,Might Dai,Sakumo,Hiruzen,Minato,Izuna,Most of the high level Aburame ( as they were perceived as dangerous enemies by a lot of people),Asuma,Nara’s from a tactical standpoint were notorious monsters. Sakura,Naruto,Sasuke their kids. Like seriously everyone I listed were bare minimum Jonin level fighters by their late teens! That’s not even getting into the fact the Uzumaki were at one point apart of Konoha directly
They've historically been the most powerful village, so it makes sense. They literally are the first village, the model for the lifestyle that everyone in this universe adheres to. And if you look, most of the plot is driven by Konoha internal politics. Particularly the Uchiha vs Everybody narrative. The leaf is ABSOLUTELY the 'main character' village.
Minato's ROS order always amused me. He was dubbed the fastest shinobi in history, called the Yellow Flash, run for what? Getting in some cardio before you get a Rasengan Backshot? "Say farewell to your loved ones" order is too much of a mouthful (pause) I guess.

Madara does comment on how annoying Kamui is, and despite being a seasoned and strategic fighter who spent decades with Obito, Madara's struggles with Kamui highlight how challenging it is to counter. Minato’s rapid analysis and counter of Kamui during their fight using the Flying Thunder God technique to deliver a Rasengan to Obito. This might be a reason only one had a flee on sight.
The main reason Minato had a FPS prder is actually a combination of his personality and ability. Yes, the Flying Thunder God Jutsu was crazy, but his ability to process information was also a dangerous weapom when you realize that it worked by placing a lifelong seal on somebody that tracked them across the world and allowed him to teleport to them at the speed of light. It was the ultimate assassination and infiltration tool, as well as recon technique. It would take less then a second for him to sneak into a tightly guarded village, eliminate countless shinobi and be back in Konoha in a matter of seconds. However, he was also likely to allow retreating enemies to survive if it didn't threaten Konoha forces. It was best your people fled and simply escaped alive than to have them either die needlessly or bring back the perfect assassination spawn point to HQ.

@@seadee2834 I'd assume it was with how quickly he analyzed Obito's ability to phase in and out of existence, and even more with how quickly he figured out a counter and managed to time it perfectlt. Fun fact, though, is that he died at 22-24 years old, which means he was still a half decade at least from his absolute prime (30-32 would have been his mentally sharpest, without age yet slowing him down.) Wish they would do a What-If series for side character. Minato surviving, Itachi never being sick, Shisui never dying, Naruto being adopted by Hiruzen, Jiraiya saving Orochimaru, Madara never leaving Konoha, etc.
Kakashi had a "Do not engage" order for the Mist. Zabuza stated this. Would not be surprised if the other villages had it for Kakashi as well. If not politically stated, most people know that engaging with Kakashi isn't gonna go well for them.
@@Tsurf So much this! The reason they did not want you to engage with him is not because they assumed you would lose, it was because he could steal ANY jutsu! Once he stole it he could teach it to others. So your village secrets being leaked is very likely to happen.
Kakashi should probably have a flee on sight order for pragmatic reasons. All sharingan users can mimic jutsu, but Kakashi is literally known for it. And that's a serious intelligence risk.

I've argued for years that Minato's run on sight order had to do more with him being a security risk than full on deadliness. Yes he was highly lethal, but so were many other ninja. There are ninja who could wipe out scores of other ninja just like minato What sets minato apart is how if he tags you, that tag is there for life so if he wants, he can just let you go and wipe out you whole camp, base or even the VILLAGE. As far as the village is concerned, he doesn't need to wipe it out, he could just slip in, put even more tags down so he could have more flexibility and from there, tons of possibilities open up. anywhere from assassinations to spying he could have his way in an enemy village. Or picture him going in with jaraiya, orrochimaru, and other high level ninja, Or if she is willing, drop kushina and have her nuke the village with kurama. When you look at other ninja, to me, it can't be simply due to have deadly minato is. I mean hashirama could make a whole forest with pollen that can knock you out, tobirama MADE the jutsu minto is known for, there are tailed beast hosts who can wipe out cites and yet still only minato got the order. In my opinon the only other ninja that has a similar security risk to minato is shisui uchiha because if he uses his genjutsu on the right ninja, like say Ay before he becomes the raikage, Ay would do things that favor the leaf village.
This is the best analysis on this I've read. It makes sense that in a scenario where you know you're trading lives, it isn't about the body count but the strategic defense and security that's most important.
Yes, exactly. And while Shisui can be a similar security risk in the right conditions, he didn't get the order because of the extremely long cool-down on his most powerful ability. He can't spam his security risk attack the way Minato can, so it's not like any regular grunt ninjas would have to run from him since Shisui can't mind-control them into positions of influence. By necessity, Shisui has to be very picky with his targets, so there would be no *universal* run on sight order for him.
@@ShehryarKhanNSFW Sorry for the long answer, here are my rambling thoughts... Tobirama not getting a flee on sight order is likely a result of the time period in which he lived. If he did have a flee on sight order, we might not know about it since few records survived from those days. Communication wasn't as advanced back then, so while enemies might have seen Tobirama use the jutsu, they might not have known what it was or the potential it had since he largely kept it secret. They may have assumed it was an upgraded body flicker at first. On top of that, Tobirama was BEST known among the other nations as a diplomat and proponent of peace. He wasn't a guy who rose to prominence during war and had his abilities defined by large-scale conflict the way Minato was. Yes, his life was bracketed by 2 wars on either end, but his greatest accomplishments came in the middle, during peacetime. Among those was creating govt. institutions, including the Anbu, who are likely the ones helping the Kages collect info for Bingo Books where enemy info stuff like "flee on sight" would be printed. We don't know when exactly villages began making Bingo Books, but it's likely tied to this increased institutionalization that Tobirama implemented, so collecting and distributing enemy info in that way might not have even been common practice until toward the end of Tobirama's life.
I’ve been saying this for years too. The reason Minato has a ROS order while other threatening Shinobi don’t is because he can uniquely threaten a village for a life in a way nobody else can. It was safer for the village as a whole if their ninja just try and get away from Minato, rather than entering battle and possibly getting tagged

The sole reason minato had a flee on sight order but basically no other ninja did officially is because of his flying ryajin, minato’s MO in combat would be to swoop in, fuck everyone up, but then maybe leave a couple people alive who then would run away to their village of command center. Without realizing that minato put a marker on them so he could teleport go them now, inside of their base. It’d not that minato is stronger than the other ninja, it’s just that if he touched you it would basically mean you can never return to your village again without knowing if he would suddenly pounce on you, no other ninja was that scary, even shisui with body flicker, he can’t just teleport into the enemy stronghold.
Wouldn't that be more of a reason for an "engage until death" order? With his speed, there's no way to know whether he actually saw you first and tagged you without you knowing before you ever spotted him. Once you see Minato, it could already be too late to run and you'd never know. Seeing a bunch of enemies and killing most of them but leaving a few alive with a tag to run back to their village is one thing. It's on a whole other level to sneak up on enemies, tag them, then let them see you at a distance to make them Run on Sight back to their base of operations, thinking they are safe and that they weren't even spotted.
I'm going to say Sakumo wouldn't be enough to earn a run on sight order, because in Naruto when Kakashi and the team went to the Hidden Sand, Granny Chiyo came out ready to square up with the "White Fang" before realizing it wasn't Sakumo

@jacecal4906 a village like hidden sand probably has hidey holes or something in the canyon walls and such to try and protect the civilians similar to when the Obito extracted Kurama was attacking the hidden leaf Hiruzen was ordering ninja to focus on getting villagers to the shelters rather than try and fight
Every time I think of Minato's run-on-sight order I imagine a Kage giving a motivational speech to his armies and when they are all riled up and ready to go, an advisor shuffles up with a covered frame and whispers into the Kage's ear. Then they prop up the photo of Minato the army goes silent looking confused and now the Kage has to say "When you see this man just run, don't try to fight him, run"

He had two eyes he just kept the 2nd eye closed so he could use izanagi in case something happened to him, hence him surviving Itachi's amaterasu and Konan when she nearly blew him into pieces... We also know he had a whole room full of spare sharingun to make sure he could replace the eye so he could never be killed... Not like many were capable of doing so anyways.
For me Minato's "Run on Sight " order has always been basically for these reasons; 1. he has the ability to 1v50 armies (he may even be able to solo more) that alone is crazy, 2. You do see him and manage to escape then that simply means he let you escape because he could have ended you before you saw him, and 3. getting marked and escaping would mean he let you escape because he wants you to be the gate for his attack on your village/base, because we need to remember that Minato can also teleport other people with him, so if you do get marked and escape back to your base, Minato can pop up with (IDK how many people he could teleport with him) so let say Fugaku and 2 other Uchihas or the 3rd Hokage. Of course, this man would have a "ROS" order he has the ability to solo armies and the idea of killing your own Ninjas that is running back to base because they saw the yellow flash and escape is crazy.
Id say that madara should have had a run on site order for the sole fact that he dropped two f****** meteors in almost wiped out the entire Shinobi alliance but only in the newer generation because the older generation is just f****** overpowered
Someone having a run on sight order on them suggests that they’re really strong but is pretty useless for scaling ppl in the highest echelons of power because it’d only be given in very specific circumstances and also quite arbitrarily. Even hashirama didn’t have a run on sight order placed on him and naturally you wouldn’t tell your top jonins to run if they see someone who’s in the bingo book i.e. one of your most wanted criminals
Orochimaru. He killed two kage in his lifetime and had bases spread out across the world. He also collected ninja with unique abilities and applied them to his own body.
I would asume the reason Minato has that order is because if he touches an enemy ninja they can never return home ever. Minato can basically teleport the full might of Konoha into the middle of a hidden village at any time he chooses
Another very sinister aspect of encountering minato is that, if a enemy combatant or their weapon is marked with the FTG seal. Even if that person is returned to the village as a corpse or the marked weapon is carried into the village then minato and by extension konoha now have an all access pass to that village
We officially have a second run at sight order, it was in the latest chapter of Boruto. It’s for Jura. We were officially told to not engage in battle, not to get him angry, not to fight him. If Jura comes to fight, you have to flee on the spot, that’s the order that was given. So this is the second official run at sight order we have in the Naruto franchise

Shisui's run on sight order is canon, it's from the Itachi Light Novels and it's why Ao recognized Shisui's eye that Danzo had, because he ran from that eye once before.
To be fair, if Minato, Fugaku and Sakamo were given a Run on Sight. There will be no war going to Konoha, literally just place the 3 on different areas, and once troops see them theyll just run.

15:55 This is a reference to Mochizuki Chiyome. She rallied poor girls with nowhere to go and disguised them as wandering miko. She was able to infilteate them as spied and gather information that way for the Takeda clan. This is the only historical reference to female ninja, by the by.
I’m surprised Ibiki doesn’t have a run on sight order. Kisame was so terrified of him that not only did he run, but he killed his entire squad out of fear what Ibiki might do if he caught them.

truly flying raijin is such a scary jutsu he just "lets you go" and you go back home and he just shows up like "yo, thanks I didn't want to walk" and he has infiltrated the village
@NCHammer - I think A from the hidden cloud would probably have a run on sight order. I mean, the only reason his squad did not immediately run away from Minato is because A was confident that he could match his speed. And he almost did! A was the 2nd fastest in the world. Thus, if you're a standard non-cloud shinobi jounin and you and your team came across A, a Kage level threat and fastest man in the world after Minato, the chances of you and your squad immediately dying would be so high that probably you would flee first before engaging. Unless you are also a Kage level threat, going after A and his impenetrable shield would be useless. And I think the same goes for the 3rd Raikage. The dude was so powerful and his shield made him nearly invulnerable that no matter the size of the squad, or how powerful the members were there's a 99% chance of failure. Thus, it would make sense that he too would have a flee on sight order. And I think the only time his opponents didn't run away was at his death. When it was 10k to 1. Whichever country that was responsible had to throw nearly their entire army just to take him down and it still took days of fighting to kill him, 😂. I would say that's a really really good argument for having a run on sight order. And I think that's it. Sure others are strong too but there's no evidence to suggest they should be considered a run on sight ninja. I will say that IF the threat of Pain was more known than he too would probably have a run on sight order. Imagine if Pain worked for one of the hidden villages and during a battle two of his paths appears and immediately defeats an entire squad of enemies. If you're an opponent then you would know that Pain is split among 8 bodies and only 2 are in front of you. Unless you're at Kage level or beyond, your best chance at survival is to immediately flee. There's 0 chance of surviving if any more of the paths arrive. Because if 1 sees you then they all see you. That would be a super scary thought, LMAO 🤣.
I think both Hanzo and Danzo could deserve flee on sight orders. One beat a pretty prime Sannin trio. The other nearly took down Sasuke. Might Guy could probably have a flee in sight order. By his own feats and his father Might Duy’s feats alone. And Kisame and Gaara would also be strong contenders for such an order.
When you mentioned Hashirama and Tobirama, I was somewhat confused, I’ve never thought of them as run on sight. Whats the point, you aren’t gonna get away if they want to catch you. But that applies to Minato to an even further degree lmao
One reason Minato might have had the run-on-sight is because of Flying Raijin. Imagine you survive an encounter with him only to realize he’s marked you and comes in and assassinates a key political figure you’re reporting to after the fact. The security risk of Flying Raijin feels the most threatening part of Minato’s kit. Even beyond just killing so many Shinobi.
So… Technically, Kugumi’s Run on Sight Order was Cannon, but removed from the manga… In addition… just because it is not confirmed to us does not mean that there were not other run on sight orders If I was going to rank them 1- Shisui 2- Minato 3- Kagumi 4- Sakumoto Shisui’s Run on sight order gets into the realm of semi-filler/semi-cannon… So I’m not really going to die on that hill… However, were you including the founders I would say that Both Hashirama and Madara Deserve R.O.S. 2:15 there are actually TWO with canon a flee on sight order. Minato and Shisui. Shisui isnt a head canon, it was stated in the same breath as Minato being stated to be one.
I would have loved to have seen "Wicked Eye Fugaku" in action. Despite having his own MS, Itachi feared fighting his father and doubted in his ability to kill him and this is the same Itachi who met Orochimaru after the "Uchiha Downfall" and causally defeated him, forcing Orochimaru to flee the Akatsuki and live rent free in his mind for years.

I personally think the run on site had less to do with strength and more to do with Minatos infiltration ability's. Imagin if someone important "fought" Minato and "escaped" to return to his village to report to the higher strategic powers of the village. Only to have Minato pop out of a teleport tag and rinse a bunch of important planners and tacticians
The funniest thing is how little we know about Fogaku, apart from supplementary media. In the main series, we're just kind of told to accept that Fogaku not being named as a Hokage candidate is a travesty that's worthy of being the final straw in starting a civil war... and him being a shitty parent that took his 4 year old son to a war zone for a field trip... And didn't realize that it may have been a mistake that would traumatize the kid and bite him in the ass later... Well that and Hiruzen's inability to reverse the decision of his predecessor. the predecessor who based his politics on 2 things. Kind of Hashirama's but not, and darkened pants fear of Madara/the Uchiha's potential. That's kind of all Tobirama was... Oh and 3 being kind of a sociopath as a child, arguing for what would happen to those like Sai. Danzo's entire thing was taking Tobirama's ideas just a bit further. While Hiruzen was in the Hashirama camp, taking some things further and other not far enough... Like, in the latter case, not having the balls to actually deal with Orochimaru when he got his first chance. Tobirama was most definitely what Madara was talking about, with his final words to Hashirama after their duel. But, oh boy, I bet he had the heartiest laugh he'd had, in decade, if he discovered that Danzo existed before he died. There was actually someone worse than Tobirama and it was only then that his clan would realize that he was right. With Shisui, that's filler and one time seeing a man give that kind of order is not saying it's just standing orders. It's not the same. Do we ever have a cannon use time when Shisui used Kotoamastukame? If not, and it's a thing he can only use every 10 years. Um he may have only used it once. We know he did use it because the mist knew about the jutsu's existence and what it can do. Maybe that single use was so infamous, of him making a sleeper agent against a village, that the story spread and no one knew the jutsu's limitations. It's weird because we never see it. The Uchiha order is just outnumber them or run. That is a conditional fleeing order so it's not the same. Chio is, if memory serves, older than Hiruzen or at least close in age so she was likely in the first war too. Hiruzen wasn't that young in when Tobirama died. Sasori was not a warrior, he was an inventor of weapons and poisons. the wielders of said weapons made them infamous. Causing untold amounts of blood to spill. It was just known that the most infamous puppets were made by Sasori. Saying he's not infamous is like saying "well the guys who invented gunpowder didn't pick up a weapon so he's not infamous". They still caused untold amounts of loss of life. Him being personally weak does not matter, in this context. Likewise, Tsunade may be known for fighting skill but she's more known for medical prowess and her policy changes that she fought for, training more medical ninja/having a medic on each team when possible. As Obito states, without Rin they would have dies long ago. Meaning that without Rin and Tsunade's policies Kakashi would not matter at all, just another name on the manorial stone with Obito.
kakashi of the sharingan also made a name from hostels in the third war should have gotten a mention since a kage leveled zabyza was already on tabs with him
Minato had a flee on sight order mainly because if he is able to mark you with the flying raijin jutsu formula or his kunai knives marked with the formula, you won't be able to get away from him, it's a bombardment style of attacks which overwhelm the opponent with speed attacks when he uses stage two when he throws the kunai and teleports to each one attacking anyone he throws them at, which as many people know how he helped push back the stone village forces towards the end of the third ninja war. That was the main reason for the flee on sight order for the yellow flash.
Shisui doesn’t make sense, when you encounter him your village can’t trust you to not being a spy for shisui….sooo…“fight him and die because we don’t trust you anymore….“ sad 😢 Minato makes sense…you don’t know if you got marked, when you engage…so he could enter and assassin your village….“flee before he can mark you and endanger the village…“

People for some reason REALLY like to take what's said at face value and asume it's because he can kill so many ninja. i've never been a fan of this reasoning since so many otehr ninja could match if not surpass him in kills. A ninja taged by him could end up back in the village and lead it it's doom. I wouldn't be surprised that if ninja who had contact with minato but "got away" were just killed on the spot just to avoid issues.

Sakura,Naruto,Sasuke their kids. Like seriously everyone I listed were bare minimum Jonin level fighters by their late teens! That’s not even getting into the fact the Uzumaki were at one point apart of Konoha directly
They've historically been the most powerful village, so it makes sense. They literally are the first village, the model for the lifestyle that everyone in this universe adheres to. And if you look, most of the plot is driven by Konoha internal politics. Particularly the Uchiha vs Everybody narrative. The leaf is ABSOLUTELY the 'main character' village.

The main reason Minato had a FPS prder is actually a combination of his personality and ability. Yes, the Flying Thunder God Jutsu was crazy, but his ability to process information was also a dangerous weapom when you realize that it worked by placing a lifelong seal on somebody that tracked them across the world and allowed him to teleport to them at the speed of light. It was the ultimate assassination and infiltration tool, as well as recon technique. It would take less then a second for him to sneak into a tightly guarded village, eliminate countless shinobi and be back in Konoha in a matter of seconds.
However, he was also likely to allow retreating enemies to survive if it didn't threaten Konoha forces. It was best your people fled and simply escaped alive than to have them either die needlessly or bring back the perfect assassination spawn point to HQ.

I've argued for years that Minato's run on sight order had to do more with him being a security risk than full on deadliness. Yes he was highly lethal, but so were many other ninja. There are ninja who could wipe out scores of other ninja just like minato What sets minato apart is how if he tags you, that tag is there for life so if he wants, he can just let you go and wipe out you whole camp, base or even the VILLAGE. As far as the village is concerned, he doesn't need to wipe it out, he could just slip in, put even more tags down so he could have more flexibility and from there, tons of possibilities open up. anywhere from assassinations to spying he could have his way in an enemy village. Or picture him going in with jaraiya, orrochimaru, and other high level ninja, Or if she is willing, drop kushina and have her nuke the village with kurama. When you look at other ninja, to me, it can't be simply due to have deadly minato is. I mean hashirama could make a whole forest with pollen that can knock you out, tobirama MADE the jutsu minto is known for, there are tailed beast hosts who can wipe out cites and yet still only minato got the order.
In my opinon the only other ninja that has a similar security risk to minato is shisui uchiha because if he uses his genjutsu on the right ninja, like say Ay before he becomes the raikage, Ay would do things that favor the leaf village.
This is the best analysis on this I've read. It makes sense that in a scenario where you know you're trading lives, it isn't about the body count but the strategic defense and security that's most important.
Yes, exactly. And while Shisui can be a similar security risk in the right conditions, he didn't get the order because of the extremely long cool-down on his most powerful ability. He can't spam his security risk attack the way Minato can, so it's not like any regular grunt ninjas would have to run from him since Shisui can't mind-control them into positions of influence. By necessity, Shisui has to be very picky with his targets, so there would be no *universal* run on sight order for him.

Tobirama not getting a flee on sight order is likely a result of the time period in which he lived. If he did have a flee on sight order, we might not know about it since few records survived from those days. Communication wasn't as advanced back then, so while enemies might have seen Tobirama use the jutsu, they might not have known what it was or the potential it had since he largely kept it secret. They may have assumed it was an upgraded body flicker at first.
On top of that, Tobirama was BEST known among the other nations as a diplomat and proponent of peace. He wasn't a guy who rose to prominence during war and had his abilities defined by large-scale conflict the way Minato was. Yes, his life was bracketed by 2 wars on either end, but his greatest accomplishments came in the middle, during peacetime.
Among those was creating govt. institutions, including the Anbu, who are likely the ones helping the Kages collect info for Bingo Books where enemy info stuff like "flee on sight" would be printed. We don't know when exactly villages began making Bingo Books, but it's likely tied to this increased institutionalization that Tobirama implemented, so collecting and distributing enemy info in that way might not have even been common practice until toward the end of Tobirama's life.
I’ve been saying this for years too. The reason Minato has a ROS order while other threatening Shinobi don’t is because he can uniquely threaten a village for a life in a way nobody else can. It was safer for the village as a whole if their ninja just try and get away from Minato, rather than entering battle and possibly getting tagged

The sole reason minato had a flee on sight order but basically no other ninja did officially is because of his flying ryajin, minato’s MO in combat would be to swoop in, fuck everyone up, but then maybe leave a couple people alive who then would run away to their village of command center. Without realizing that minato put a marker on them so he could teleport go them now, inside of their base.
It’d not that minato is stronger than the other ninja, it’s just that if he touched you it would basically mean you can never return to your village again without knowing if he would suddenly pounce on you, no other ninja was that scary, even shisui with body flicker, he can’t just teleport into the enemy stronghold.
Wouldn't that be more of a reason for an "engage until death" order? With his speed, there's no way to know whether he actually saw you first and tagged you without you knowing before you ever spotted him. Once you see Minato, it could already be too late to run and you'd never know. Seeing a bunch of enemies and killing most of them but leaving a few alive with a tag to run back to their village is one thing. It's on a whole other level to sneak up on enemies, tag them, then let them see you at a distance to make them Run on Sight back to their base of operations, thinking they are safe and that they weren't even spotted.
Basically “if you see this person just let him do his own thing and mind ya business” 🤣🤣🤣

He had two eyes he just kept the 2nd eye closed so he could use izanagi in case something happened to him, hence him surviving Itachi's amaterasu and Konan when she nearly blew him into pieces... We also know he had a whole room full of spare sharingun to make sure he could replace the eye so he could never be killed... Not like many were capable of doing so anyways.
For me Minato's "Run on Sight " order has always been basically for these reasons; 1. he has the ability to 1v50 armies (he may even be able to solo more) that alone is crazy, 2. You do see him and manage to escape then that simply means he let you escape because he could have ended you before you saw him, and 3. getting marked and escaping would mean he let you escape because he wants you to be the gate for his attack on your village/base, because we need to remember that Minato can also teleport other people with him, so if you do get marked and escape back to your base, Minato can pop up with (IDK how many people he could teleport with him) so let say Fugaku and 2 other Uchihas or the 3rd Hokage. Of course, this man would have a "ROS" order he has the ability to solo armies and the idea of killing your own Ninjas that is running back to base because they saw the yellow flash and escape is crazy.

I would asume the reason Minato has that order is because if he touches an enemy ninja they can never return home ever. Minato can basically teleport the full might of Konoha into the middle of a hidden village at any time he chooses
Another very sinister aspect of encountering minato is that, if a enemy combatant or their weapon is marked with the FTG seal. Even if that person is returned to the village as a corpse or the marked weapon is carried into the village then minato and by extension konoha now have an all access pass to that village
We officially have a second run at sight order, it was in the latest chapter of Boruto. It’s for Jura. We were officially told to not engage in battle, not to get him angry, not to fight him.
If Jura comes to fight, you have to flee on the spot, that’s the order that was given. So this is the second official run at sight order we have in the Naruto franchise

he was just a master interrogator/torturer he would cause such pain to his victims they wouldn't be the same person again but as far as base power he's just a jonin not even close to the level of kisame the only reason he fled was because at the time he was ordered too had he been given free reign kisame would've slaughtered everyone.

@NCHammer - I think A from the hidden cloud would probably have a run on sight order. I mean, the only reason his squad did not immediately run away from Minato is because A was confident that he could match his speed. And he almost did! A was the 2nd fastest in the world. Thus, if you're a standard non-cloud shinobi jounin and you and your team came across A, a Kage level threat and fastest man in the world after Minato, the chances of you and your squad immediately dying would be so high that probably you would flee first before engaging. Unless you are also a Kage level threat, going after A and his impenetrable shield would be useless. And I think the same goes for the 3rd Raikage. The dude was so powerful and his shield made him nearly invulnerable that no matter the size of the squad, or how powerful the members were there's a 99% chance of failure. Thus, it would make sense that he too would have a flee on sight order. And I think the only time his opponents didn't run away was at his death. When it was 10k to 1. Whichever country that was responsible had to throw nearly their entire army just to take him down and it still took days of fighting to kill him, 😂. I would say that's a really really good argument for having a run on sight order. And I think that's it. Sure others are strong too but there's no evidence to suggest they should be considered a run on sight ninja. I will say that IF the threat of Pain was more known than he too would probably have a run on sight order. Imagine if Pain worked for one of the hidden villages and during a battle two of his paths appears and immediately defeats an entire squad of enemies. If you're an opponent then you would know that Pain is split among 8 bodies and only 2 are in front of you. Unless you're at Kage level or beyond, your best chance at survival is to immediately flee. There's 0 chance of surviving if any more of the paths arrive. Because if 1 sees you then they all see you. That would be a super scary thought, LMAO 🤣.
I think both Hanzo and Danzo could deserve flee on sight orders. One beat a pretty prime Sannin trio. The other nearly took down Sasuke. Might Guy could probably have a flee in sight order. By his own feats and his father Might Duy’s feats alone. And Kisame and Gaara would also be strong contenders for such an order.

One reason Minato might have had the run-on-sight is because of Flying Raijin. Imagine you survive an encounter with him only to realize he’s marked you and comes in and assassinates a key political figure you’re reporting to after the fact.
The security risk of Flying Raijin feels the most threatening part of Minato’s kit. Even beyond just killing so many Shinobi.
The way Madara but hands on the 4th regiment, he definitely deserves a run on site.

I would have loved to have seen "Wicked Eye Fugaku" in action. Despite having his own MS, Itachi feared fighting his father and doubted in his ability to kill him and this is the same Itachi who met Orochimaru after the "Uchiha Downfall" and causally defeated him, forcing Orochimaru to flee the Akatsuki and live rent free in his mind for years.

I’m pretty sure Danzo and/or Hiruzen explicitly say that Shisui was the strongest Uchiha at the time, including Fugaku

I personally think the run on site had less to do with strength and more to do with Minatos infiltration ability's. Imagin if someone important "fought" Minato and "escaped" to return to his village to report to the higher strategic powers of the village. Only to have Minato pop out of a teleport tag and rinse a bunch of important planners and tacticians

The funniest thing is how little we know about Fogaku, apart from supplementary media. In the main series, we're just kind of told to accept that Fogaku not being named as a Hokage candidate is a travesty that's worthy of being the final straw in starting a civil war... and him being a shitty parent that took his 4 year old son to a war zone for a field trip... And didn't realize that it may have been a mistake that would traumatize the kid and bite him in the ass later... Well that and Hiruzen's inability to reverse the decision of his predecessor. the predecessor who based his politics on 2 things. Kind of Hashirama's but not, and darkened pants fear of Madara/the Uchiha's potential. That's kind of all Tobirama was... Oh and 3 being kind of a sociopath as a child, arguing for what would happen to those like Sai. Danzo's entire thing was taking Tobirama's ideas just a bit further. While Hiruzen was in the Hashirama camp, taking some things further and other not far enough... Like, in the latter case, not having the balls to actually deal with Orochimaru when he got his first chance. Tobirama was most definitely what Madara was talking about, with his final words to Hashirama after their duel. But, oh boy, I bet he had the heartiest laugh he'd had, in decade, if he discovered that Danzo existed before he died. There was actually someone worse than Tobirama and it was only then that his clan would realize that he was right.
With Shisui, that's filler and one time seeing a man give that kind of order is not saying it's just standing orders. It's not the same. Do we ever have a cannon use time when Shisui used Kotoamastukame? If not, and it's a thing he can only use every 10 years. Um he may have only used it once. We know he did use it because the mist knew about the jutsu's existence and what it can do. Maybe that single use was so infamous, of him making a sleeper agent against a village, that the story spread and no one knew the jutsu's limitations. It's weird because we never see it. The Uchiha order is just outnumber them or run. That is a conditional fleeing order so it's not the same. Chio is, if memory serves, older than Hiruzen or at least close in age so she was likely in the first war too. Hiruzen wasn't that young in when Tobirama died.
Sasori was not a warrior, he was an inventor of weapons and poisons. the wielders of said weapons made them infamous. Causing untold amounts of blood to spill. It was just known that the most infamous puppets were made by Sasori. Saying he's not infamous is like saying "well the guys who invented gunpowder didn't pick up a weapon so he's not infamous". They still caused untold amounts of loss of life. Him being personally weak does not matter, in this context. Likewise, Tsunade may be known for fighting skill but she's more known for medical prowess and her policy changes that she fought for, training more medical ninja/having a medic on each team when possible. As Obito states, without Rin they would have dies long ago. Meaning that without Rin and Tsunade's policies Kakashi would not matter at all, just another name on the manorial stone with Obito.
If Naruto'd had a real teacher at ANY point he'd be a run-on-sight ninja (or if he didn't establish world peace after the 4th war).

Minato had a flee on sight order mainly because if he is able to mark you with the flying raijin jutsu formula or his kunai knives marked with the formula, you won't be able to get away from him, it's a bombardment style of attacks which overwhelm the opponent with speed attacks when he uses stage two when he throws the kunai and teleports to each one attacking anyone he throws them at, which as many people know how he helped push back the stone village forces towards the end of the third ninja war. That was the main reason for the flee on sight order for the yellow flash.
Shisui doesn’t make sense, when you encounter him your village can’t trust you to not being a spy for shisui….sooo…“fight him and die because we don’t trust you anymore….“ sad 😢
Minato makes sense…you don’t know if you got marked, when you engage…so he could enter and assassin your village….“flee before he can mark you and endanger the village…“
I could’ve sworn Fugaku had the run on sight order too
