As a 51 year veteran cosmetologist I must disagree with your comment that any shears will do. It really does matter. Please invest in a good pair of hair shears it will make a world of difference.
I have cut my hair like this since I was 14 years old. I discovered it when I combed my hair up after a haircut and realized it was all straight across the top. I'm now close to 60 yrs old and it has worked all these years every time!

This is how we learned to cut a “gypsy” in the 70s..... in beauty school! Still use this method. Cute!

The long shag was absolutely the best haircut I have ever had. 1972
I love you called it Gypsy Shag. That's what it was called in the early 70s
I did this in the 80's. It's a no fail every time.
